This is to announce that Amman delegation has a vacancy for a Field Communication Officer at the Protection Department in Amman, Jordan.
For the past 150 years, the ICRC’s Central Tracing Agency has been helping people separated from their loved ones. We are entrusted by the Geneva Conventions as a neutral intermediary to assist parties and remedy family separation and disappearance in armed conflicts. Together with the ICRC delegation in Damascus, other delegations in countries of asylum and its partners of the Family Links Network, the ICRC’s Syria Missing Coordination Cell (the Cell), based in Amman, advocates for and develops humanitarian activities to uphold the right of families to know what has happened to their loved ones gone missing in connection with the conflicts in Syria.
The Field Communication Officer will work under the direct supervision of the Head of Syria Missing Coordination Cell, with technical supervision to the Regional Communication (COM) Manager (COM Regional) The Field Communication Officer contributes to developing and implementing the Syria Missing Coordination Cell’s strategy on communication, and content planning, aimed at sharing key messages to Families of the Missing, the Family Links Network, and other interlocutors, while enhancing acceptance of the Red Cross and Red Crescent Movement as it relates to the Syria Missing File. He/she leads on public communication activities of the Syria Missing Coordination Cell, in coordination with the Head of Syria Missing Coordination Cell, and COM counterparts in other delegations closely affected or influenced by the same context. He/She may be asked to enhance and manage the Syria Missing Coordination Cell’s profile in the media and through public channels, and to advise on public communication issues, opportunities and challenges, and contributes to the implementation of the public engagement and digital strategies.
RELATIONSHIPS
Internally, interacts with colleagues in the Syria Missing Coordination Cell, other Protection staff and other relevant departments contributing to the missing file (e.g. mental health and psychosocial support (MHPSS),, Juriste, Forensics, Economic Security). At headquarters, interacts with the Communication Head of Sector; and within the Region, interacts with regional advisers supporting the Cell and with communications / prevention counterparts in other delegations contributing to the Syria missing file (in particular, Jordan, Lebanon and Paris delegations).
Externally, interacts with counterparts within the UN system, media, INGOs/NGOs, family associations, donors, embassies, and other civil society organisations globally, in addition to, the wider Family Links Network. Contacts may be mid to high level.
ACCOUNTABILITIES AND RESPONSIBILITIES
Functions
- In cooperation with the Head of the Syria Missing Coordination Cell and COM Regional, develops communications strategy and key messages for the Syria Missing Coordination Cell and plan of action. Supports in its implementation, monitoring and evaluating, ensuring the strategic positioning of the ICRC on Syria Missing.
- Coordinates all communications activities in the Syria Missing Coordination Cell to ensure coherence with its strategic and operational objectives and activities.
- May be asked to participate in relevant Steering Committees, Working Groups and Workstreams related to planning, approving and executing programmes and activities within the context of assigned Operational Priorities.
- Oversees the implementation, monitoring and evaluation of programmes related to communications, which includes: Operational Communications; Community Engagement; Public Communications; Digital Communications; information analysis/Environmental Scanning.
- Contributes to the media monitoring and analysis of political, security, military, humanitarian, and other developments related to the Syria Missing file (and associated issues, e.g. missing Iraq, missing migrants notably of Syrian origin, missing Lebanon), and ICRC's reputation/perception management and capacity to operate, and proposes tools to overcome misperceptions and disinformation. Periodically reviews its external position regarding issues related to its humanitarian mandate.
- Develops networks, including of media, relevant to Syria Missing and to ICRC acceptance and access-facilitation to people in need. Supports the development of the Cell's broader network of contacts in line with anchoring and operational objectives.
- Ensures MHPSS is integrated into communication products for Families of the Missing.
- Represents the ICRC among diverse audiences in line with the delegation's objectives.
- Advises colleagues and the Management on internal communications issues when required and supports the communications-related training and coaching for staff of other departments and field structures, when needed.
- Registers and treats information (general and specific) accurately and with confidentially.
- Advises the Head of Syria Missing Coordination Cell and COM Regional on public communication opportunities, for ICRC and /or the movement to ensure a strong identity and coherent positioning on Syria Missing.
- Drafts news releases, reactive press lines, Q&As, and any other relevant public communication tool.
- Updates press lines in coordination with COM colleagues
- Using accepted best practices, develops digital projects, leads on content identification, gathering and execution and engagement with priority audiences.
- May be asked to contribute to the strategic orientations of the Cell's communication, in cooperation with the management field teams, and other departments (annual planning/ Planning for Results (PfR)). With support from corresponding GVA units and regional specialists, formulates related guidelines, approaches and programmes.
- Represents the ICRC in an appropriate way during activities, in meetings and in the field, and avoids any activity or conduct that may reflect negatively on the image of the organisation.

- Abide by the security rules for Jordan at all times.
- Respect and observe the staff regulations of the ICRC in Jordan.

- As a humanitarian organization which works to protect and assist victims of armed conflicts, the ICRC always expects its employees to behave in an appropriate manner and in all places.
- As a staff of the ICRC, s/he is expected to ensure that her/his attitudes correspond to ICRC principles both during and after working hours.
- Develops a good understanding of the delegation’s objectives and has a good knowledge of the Movement and other contacts relevant to the position.
- The employee may be asked to perform duties and task not covered in this job description as well as to provide support to other departments when necessary.
PROFESSIONAL EXPERIENCE AND EDUCATION REQUIRED
- University degree or equivalent (preferably master's level) in a relevant field such as communications, public relations, political science, international relations, journalism or law
- Fluent spoken and written Arabic and English communication skills. Additional languages used in ICRC communication (French, Spanish or Russian) an asset.
- Computer skills (competence in MS Office and other software)
- Expert level in digital and social media communication tools
- Extensive international communications experience relevant to the activities of the ICRC, and ideally in a combined communications and humanitarian / human rights role in the region, with at least 5 years overall prior professional experience. ICRC experience is an asset.
- Excellent public communication skills, both orally and in writing, and sound knowledge of media environment.
- Familiarity with regional affairs and ability to analyze trends in the political, socio-economic and diplomatic space in the region. A specific experience or proven interest in relation to the Syrian context or the issue of the missing an asset.
- Ability to engage and interact with official key stakeholders and to represent the ICRC, with diplomacy and discretion.
- Good initiative and proactiveness.
- Creativity.
- Ability to work in a team, and good external and internal coordination skills.
- Communications program management experience, and good understanding of print, audio-visual, digital and online production processes.
- Good knowledge of communication campaign theory, practices, research studies and tools.
