As one of the world’s most water-scarce countries, Jordan is at a critical juncture, grappling with escalating climate-related disasters that pose a challenge to its humanitarian efforts, economic stability, and environmental integrity. Flash floods and heatwaves have emerged as two of Jordan’s major hazards, affecting water resources, agriculture, and livelihoods. Mercy Corps Jordan’s project,
Tabeaa: Strengthening Climate Resilience in Jordanian Communities, is funded by the Z Zurich Foundation and the Swiss Agency for Development and Cooperation (SDC). The Tabeaa project works at both national and local community levels, driving systemic change through policy localization and DRR/CCA strategy enforcement at the national level, while supporting five communities across Jordan to build adaptive capacity at the local level. The project’s approach concentrates on three programme systems: Community Empowerment, Policy Localization, and Private Sector Engagement
Background and Rationale
Under Tabeaa's Outcome 2, which strengthens the localisation and enforcement of climate change adaptation (CCA) and disaster risk reduction (DRR) policies in Jordan, Mercy Corps applies a community-led advocacy approach built around three Local Advocacy Committees (LACs) in Azraq, Wadi Musa, and Dieban. These committees represent the first cohort of the project's current phase, running as the 2025–2026 cohort of the Advocacy Leadership Program. Each committee brings together 10 to 15 local leaders, authorities, and community representatives around a shared platform to discuss local needs and priorities. The Advocacy Leadership Program is a structured, six-phase learning journey that equips these committees to act, combining foundational training, capacity building, action planning, mentoring, and peer learning. Through this journey, members have translated local knowledge into evidence-based, community-specific advocacy action plans, and have since progressed through these foundational phases into the implementation of their endorsed plans. This will be followed by a peer exchange session bringing together all three LACs to share lessons learned.
The cohort is now approaching its final milestones and is due to conclude by the end of 2026. Reflecting the project's broader ambition of channelling local voices and community-led climate action into national policy priorities, selected LAC members will take part in COP31 in mid-November 2026, an opportunity to extend the visibility of their advocacy work to a wider, international audience. Upon their return, they will also engage in a post-COP activity with the Ministry of Environment (MoEnv) to carry that momentum into continued national-level dialogue.
Consultant Objectives
The specific objectives of this assignment are to:

Strengthen the visibility of the LACs' advocacy journey through a coordinated social media presence, with a focused push around their participation in COP31.

Capture and curate compelling visual content that reflects the identity and voice of LAC members throughout the program.

Document the program's culminating moments, including the Community of Practice exchange, and post Cop31 event.
-
Translate the Advocacy Leadership Program's journey into a cohesive video narrative.
-
Surface and creatively showcase success stories grounded in evidence, ensuring the program's impact is communicated in a compelling way.
Consultant Activities
The Consultant will carry out the following key activities, organised across the key milestones:

LAC COP31 Engagement
-
Attend a meeting with the Mercy Corps team and the consultant responsible for LAC related activities to align on the COP31 engagement plan and content.

Develop a social media plan/timeline for the LACs' COP31 engagement, with all relevant material to be submitted by the project team before and during the conference, including formats tailored to each platform.

Define the shot list and content focus for the Mercy Corps/LAC team capturing photos and video on the ground during COP31, specifying key moments and storylines to prioritise so the material gathered directly feeds the social media plan.

Review and select the material submitted from COP31, and edit it into short, social-media-ready reels and posts with captions to ensure social media traffic during the event.

Capture footage for a one-minute social media reel featuring LAC members as they reflect on their expectations ahead of COP and the realities they encounter once it concludes. The video should convey what they hope to learn, the messages they wish to carry to the wider audience, and the insights and commitments they aspire to bring back to their communities.

2. Documenting program journey

Review existing video footage, photos and materials from across the programme, and identify what communication material can be reused and where gaps remain

Review MEL data shared by the project team and propose creative formats for showcasing success stories

Agree a filming and event schedule with the project team, including which events and milestones the consultant will attend to capture content

Conduct additional filming, photography and interviews with relevant stakeholders identified by the project team

Attend events and milestones as directed by the project team, covering each committee's activities. The content should ensure that the advocacy work, its impact and its progress are visible from start to finish

Draft pull quotes for each LAC member that capture their individual voice and role within their committee

Edit one documentary-style video covering the Advocacy Leadership Programme across all its milestones

Edit three LAC-specific videos, one each for Azraq, Wadi Musa and Dheiban

All raw and processed footage, metadata logs, consent forms, and final products developed under this assignment will be submitted to Mercy Corps in editable/original formats. Deliverables are subject to Mercy Corps' review and approval.
All footage, photographs, edited materials, and other visual content produced under this assignment shall be the exclusive property of Mercy Corps, including all associated copyright and usage rights.
** The consultant is solely responsible for obtaining free, prior and informed consent from every individual who is filmed, photographed or interviewed throughout the course of this assignment.
Timeframe / Schedule
The assignment is expected to run from early October 2026 through mid-February 2027. Exact filming dates, review rounds, and delivery deadlines will be agreed with Mercy Corps at contract signature.
The Consultant will report to: Sr. Communications Officer and Advocacy Team, Mercy Corps Jordan.
The Consultant will work closely with: the Tabeaa project, outreach, research team, and the three Local Advocacy Committees (Azraq, Wadi Musa, and Dieban).
Required Experience & Skills

Proven experience in professional videography, photography, video editing, and social media content planning, including event coverage and short story-style content.

Experience developing social media plans to build engagement around live events or conferences.

Experience producing documentary-style or advocacy/story videos for donor communication or social media.

Strong photography skills, including portraits, event photography, and community-based work.

Ability to produce short-form content, including reels and social media-ready videos, on tight turnaround.

Ability to translate MEL data and evidence into creative, audience-ready story concepts.

Access to professional production equipment, including camera, audio, lighting, stabilization equipment, editing software, and backup storage.

Experience covering international climate, policy, or advocacy events (e.g., COP) is an asset.

Fluency in Arabic and good English, written and spoken.

Financial Proposal: Applicants must provide a financial proposal in Jordanian Dinar (JOD), covering all costs (including domestic travel expensis, logistics and transportation) required to complete the assignment and deliver all outputs. The overall proposed amount should include tax. A total fixed total fee for the assignment should be provided along with the cost for each deliverable. After contracting, the fixed prices assigned will be paid regardless of the actual level of effort. Offers will be evaluated against Mercy Corps’ cost-effectiveness and efficiency standards.
