Job Description and Requirements

The GIZ Jordan Water Sector Governance and the Nitric Acid Climate Action Group (NACAG) Projects is seeking to hire “Climate Change Advisor” based in Jordan- for full-time base employment.

The Nitric Acid Climate Action Group (NACAG) project was commissioned by the German Government and launched at the UN Framework Convention on Climate Change (COP) 21 in Paris. GIZ supports the German Government in implementing as the NACAG secretariat. NACAG’s objective is to incentivize the installation and operation of effective nitrous oxide (N2O) abatement technology in every nitric acid production plant worldwide. In this way, NACAG aims to promote the climate-friendly transformation of the global nitric acid sector. In Jordan, NACAG provides technical support and financial assistance for procurement and installation of the N2O abatement and monitoring equipment at the KEMAPCO® Arab Fertilizers & Chemicals Industries LTD, one of the largest enterprises in the chemical industry in the country.

The project ‘Water Sector Governance’ aims to support Jordan's water-sector institutions in applying the principles of good governance. By determining the optimal use of available resources, the project not only addresses immediate concerns but also paves the way for sustainable long-term solutions. With a focus on inter-agency collaboration, the initiative strives to foster an environment that encourages informed decision-making and promotes responsible resource allocation.

The project interventions cover a wide range of key areas, including the support for Jordan’s National Water Strategy implementation, human resources management, communication and outreach, digitalization and IT Security, strengthening regulation and monitoring, strengthening bulk water management, strengthening the sector’s capacities to apply the Water-Energy-Food-Environment Nexus approach and access to climate finance and promoting private sector participation within the water sector.

Qualifications and Specialist knowledge

  • Bachelor’s degree in Environment or Energy Economics, Engineering, or other related academic subjects.
  • Minimum 3 years of professional experience, with at least 2 years professional experience in a comparable position including rich experiences and knowledge on working with government agencies in Jordan. Experience working with government agencies in the MENA region is considered an advantage, especially on policy and politics.
  • Previous working experience with donors would be an asset.
  • Technical experience with a focus on climate, environmental engineering, green economy and/or energy policy.
  • Experience in planning, managing, coordinating, and monitoring projects in international development is an asset.
  • Other knowledge and additional competences:
  • Proficiency in computer applications
  • Fluent written and oral knowledge of English and Arabic, German is an asset
  • Good communicator, information provider, advisor
  • Able to work in a team, self-motivated, able to work efficiently under tight deadlines
  • Able to produce clear and concise notes and reports
  • Good understanding of GIZ’s mission as well as its political and operating framework

Main Responsibilities:

  • Coordination of the technical orders and measures that are assigned to her/him; Support in planning, implementation, impact monitoring, and reporting of project results/progress.
  • Main contact point for NACAG regarding cooperation and exchange with the nitric acid plant operator in Jordan (Kemapco); Advising Kemapco in their decision-making processes, as well as coordinating support tasks led by the NACAG Secretariat.
  • Main contact point for the Water and Energy Cluster regarding cooperation and exchange with the Jordanian Ministry of Environment. Support the cooperation, regular contacts and dialogues with partners in the ministry up to the highest (ministerial) level.
  • Coordination with relevant local authorities, organizations, non-governmental organizations and individuals in the project context to improve and maintain good working relationships. Connect with other GIZ projects in relevant sectors (private sector promotion, environment, water, energy).
  • Implementation and coordination of knowledge exchange measures related to climate change and private sector development; Support the organization of conferences and events with drafting agenda, speeches…
  • Identification of needs for technical assistance in a joint process with partner organizations and conceptualization of advisory services. Support in accompanying counterparts in decision-making processes regarding policy options for reducing GHG emissions and MRV in the nitric acid sector.
  • Implementation of specific activities, e.g. platforms for knowledge exchange, strategy advisory through conducting studies and modelling scenarios, capacity development.
  • Documentation management, including maintaining organized records of the project-related materials (reports, correspondence, and key documents); Ensuring compliance with documentation standards and guidelines; Ensuring the security and confidentiality of the sensitive information provided.
