The USAID-funded Water Efficiency and Conservation Activity (USAID/WEC), project in Jordan, implemented by Tetra Tech International Development (www.tetratech.com/intdev) is currently accepting expressions of interest for a Capacity-Building and Training Specialist. This position is limited duration agreement LTTA and for a period of twelve months, based in Amman.

Position Description/Summary:

Under the supervision of the Institutional Development Manager, the Capacity-Building and Training Specialist is responsible for supporting the WEC project team in developing, planning, and implementing the training & capacity-building strategy, and ensuring the timely delivery of high-quality knowledge products appropriate to the target audience. S/he will contribute to building the capacity of the Water Saving Technology (WST) suppliers, increase the access to information and public extension services for WST uptake, and provide training and technical assistance to industries and WST service providers. S/he will carry out regular communications with partners and stakeholders and be fully aware of the local culture and context. This position - Capacity Building and Training Specialist - will serve as a cross-cutting role to support all capacity building activities under WEC components and key role to ensure appropriate follow up and coordination across all WEC interventions.

Responsibilities:

  • In coordination with the Institutional Development Manager, support all WEC project activities related to training and capacity building, and work with WEC technical teams to integrate capacity building into WEC activities
  • Support the development of a comprehensive and innovative Training and Capacity-Building plans for the WEC team in the activity components together with WEC staff and partners in line with available resources.
  • Work in close collaboration with the project team and the implementing partners to define and implement capacity-building plans and produce high-quality learning products/reports that document the impact and lessons learned from the capacity building activities. This includes overseeing the development of documentation templates, resource guides, and written materials for training programs, including manuals development and update, SOPs, guides, and workshop materials.
  • Coordinate with key stakeholders to disseminate the knowledge, outcomes, and lessons learned with the wider development community at workshops, seminars, conferences, think tanks, webinars, exhibitions, etc.
  • Contribute to the development and analysis of capacity assessment for WEC’s targeted stakeholders.
  • Work with WEC Monitoring, Evaluation, and Learning team on tracking and reporting on capacity building and training progress and achievement indicators in the Monitoring, Evaluation, and Learning PLan
  • Facilitate and support the development of platforms for knowledge sharing such as community of practise and knowledge networks with related stakeholders
  • Develop and apply training design, facilitation, and delivery methods for in-person/ virtual instructor-led, online training, and events.
  • Contribute to monthly, quarterly, and annual reporting requirements

Qualifications:

  • Bachelor's degree or equivalent and three years in  Environmental Studies, Public Administration, Engineering, Management, Economics, Development Studies, or related field
  • Minimum 3  years of experience in developing practices/tools/training programs and/or implementation of the capacity building/ training activities is required
  • Previous engagement/experience with the water management sector in Jordan related to training and capacity building assessment and execution.
  • Familiarity with USAID regulation/MEL requirements would be an asset
  • Demonstrated attention to detail, ability to follow procedures, meet deadlines and work independently and cooperatively with team members.
  • Ability to develop training and communication materials that different type of stakeholders can understand and relate to.
  • Ability to follow up grants and granting process for USAID
  • Excellent management and leadership skills, with a thorough understanding of relevant cross-cultural issues.
  • Ability to collaborate with interdisciplinary teams and follow procedures, meet deadlines
  • Work independently and cooperatively with team members.
  • Excellent written and oral communication skills in Arabic and English
