Agriculture Team Lead

The Water Efficiency and Conservation Activity (WEC), project in Jordan, implemented by Tetra Tech International Development (www.tetratech.com/intdev) is currently accepting expressions of interest for Agriculture Team Lead. This position is limited duration agreement LTTA and for a period of twelve months, based in Amman.

Position Description/Summary:

The purpose of this position is to provide technical assistance services and related support to accomplish the objectives of the Water Efficiency and Conservation Activity (WEC). WEC is a five-year Activity, implemented from September 2022 to September 2027. The objective of the WEC Activity is to increase water use efficiency and conservation in Jordan by applying commercial incentives to the agriculture, industrial, and large-scale water consumers, supporting the government of Jordan’s approaches to water demand management and tailored support to the National Carrier Project.

Under the supervision of The Private Sector Engagement (PSE) Director, the Agriculture Team Lead will provide support to enhance the technical resources and skilled expertise in leading to more efficient and reduced water application in irrigated agriculture. The Agriculture team leader will also increase engagement with the public and private stakeholders to reduce reliance on ground water and expand the use of treated wastewater in irrigated agriculture across the kingdom. One of the key focus areas of this position is to support the public and private extension efforts to expand adoption of  best practices and efficient water saving technologies in irrigated agriculture.  

Responsibilities:

  • Develop and manage relations with private sector stakeholders (e.g., irrigation technology providers, agribusinesses, consulting firms, agri-business associations) to promote water-efficient technologies and best practices in irrigated agriculture.
  • Research, design, develop, and implement comprehensive water conservation and efficiency programs specifically tailored for irrigated agriculture.
  • Supervise the planning, execution, and monitoring of water efficiency activities, ensuring alignment with project goals and private sector engagement strategies
  • Provide expert guidance on irrigation systems, water conservation methods, and efficient water application techniques. Support the design and implementation of field-level interventions that demonstrate improved water use efficiency.
  • Lead efforts to build the technical skills of local agri stakeholders (farmers, extension agents, water user associations, etc.) through training, demonstrations, and knowledge transfer.
  • Engage with financial institutions and market stakeholders around viable lending/financing models.
  • Contribute  to all project deliverables and documents as required by project leadership.
  • Support in developing the incentives models and tools to encourage farmers to save water either by adopting WST or change their practices.
  • Support in developing and organizing training and awareness events for farmers.

Qualifications:

  • Master’s degree in Agriculture, Irrigation Management, Agronomy, International Development, or a related field and 7 years of relevant experience; or, Bachelor’s degree in the above-mentioned fields and 10 years of relevant experience
  • At least 7 years of experience working with the private sector to develop public-private partnerships, leverage resources, and promote private-sector driven growth,
  • Familiarity with agriculture and irrigation water issues in Jordan
  • Familiar with private sector development,  and/or other economic development approaches (e.g., economic strengthening, inclusive business)
  • Strong understanding of irrigation systems (e.g., drip, sprinkler), water-saving technologies, and their practical implementation.
  • Demonstrated success in capacity building and working with diverse stakeholder groups.
  • Strong analytical and relationship building skills, including ability to work in partnership with private service providers, irrigation companies and government institutions as appropriate
  • Ability to negotiate, advise and support conclusion of commercial partnerships
  • Ability to communicate effectively with persons and organizations on all levels relevant to the water sector.
  • Excellent team management, communication, and stakeholder coordination skills.
  • Strong written communication skills, including demonstrated ability to write required documents in a clear, concise, well-organized manner in both English and Arabic
  • Ability to travel within Jordan as needed
