Project Background:

The Jordan Himaya Activity is a USAID-funded project that aims to enhance the availability and quality of essential services and protection for survivors of gender-based violence (GBV) in Jordan. The project has two outcomes: 1) survivor-centered institutional capacity improved, and 2) legislative frameworks for protecting survivors and responding to violence strengthened. To achieve these outcomes, the project will apply a survivor-centered systems-strengthening approach to improve prevention, response, and protection services, and to support the development and implementation of survivor-centered legislation and policies. Outcome 1 will inform research, advocacy, and policy changes in Outcome 2, while reforms supported under Outcome 2 will be implemented and enforced by institutions and service providers that have gained stronger capacity under Outcome 1.

Role’s Purpose:

The Healthcare Service Specialist will work with the Institutional Capacity team in the design and implementation of interventions to strengthen the capacity of healthcare service providers and the health care system to identify cases and refer or provide, essential safe and confidential services to survivors of violence. She/he will travel to FPD regional locations to deliver project assistance and oversee activities. This position will be based in Amman, Jordan, with travel as required to report on key project activities.

Key Duties and Responsibilities:

  • Lead all technical activities to strengthen the capacity of public and private healthcare service providers.
  • Lead or directly work with subcontractors, consultants, and grantees implementing activities under her/his technical area.
  • Develop technical scope of works for ISF projects, grants processes, and consultants and monitor the implementation of these mechanisms in close collaboration with the Operations team.
  • In collaboration with Himaya technical team, support country level GBV activities targeting health sector, and ensure that the updated/adopted GBV policies and procedures are integrated into the health system.
  • Act as the day-to-day point of contact of Himaya with the Ministry of Health, and private health service providers in close coordination with the Institutional Capacity Lead, DCOP and COP.
  • Design innovations for technical interventions to strengthen the capacity of healthcare service providers including Gender-Based Violence (GBV) preventative and responsive service provision, reporting standards of GBV cases,
  • Provide technical assistance to build the capacity of healthcare institutions and training on topics such as survivor-centered approaches, GBV screening tools among others.  
  • Lead technical support provision to MOH on GBV intervention services, related challenges, possible solutions and recommendations.
  • Provide input on her/his activities to draft Annual Work Plans, and the project’s reports as requested. 
  • Document Himaya’s best practices in her/his technical area and participate in knowledge management processes to identify and internalize lessons learned in the implementation of the project.
  • Coordinate with the Grants Manager to identify and advice on opportunities for GBV grants acquisition in the health sector, and contribute to project design and planning.
  • Any other related tasks, responsibilities asked by direct superviusour /COP.

Qualifications

  • Degree in medicine, or bachelor’s degree in public health, social work, psychology or related fields, with at least 10 years of progressive professional experience.
  • Experience in providing technical assistance to ensure that national GBV policies and procedures for health are integrated at all levels in the health system.
  • Demonstrated knowledge and understanding of Jordan healthcare system, social service institutions and trauma response approaches in the health system.  
  • Prior experience working with healthcare providers in Jordan, preferable.
  • Experience working in institutional capacity building projects in Jordan or in the Middle East region.
  • Leadership, interpersonal, technical, and analytical skills; ability to interact effectively with government counterparts.
  • Experience in complex, politically challenging, and unstable environments. 
  • Professional proficiency in English and Arabic, required.
