Senior MHPSS Officer

 

 

 

 

 

Project Overview

 

 

The IMPACT project is a national initiative targeting youth aged 16–24 across all Jordan governorates. It aims to promote mental health literacy, reduce stigma, increase early help-seeking behaviors, and empower youth through structured MHPSS sessions, digital advocacy, and institutional capacity-building of frontline actors.

 

Position Summary

 

The Senior MHPSS Officer serves as the technical focal point for MHPSS within this project. Reporting to the MHPSS Manager, the Senior Officer provides strategic oversight, technical guidance, and quality assurance to all MHPSS interventions. The role includes supervising MHPSS Officers, leading institutional capacity-building initiatives with ministries, supporting innovation campaigns, and ensuring that interventions align with standards and national MHPSS frameworks.

Coordinates with

MHPSS officers, Community Volunteers, MEAL officer, partnership officer, information management officer, CBOs/Local NGOs staff, team leader, logistic officer, and financial officers.

 

 

 

Key Activity Areas:

 

MHPSS Project Management

 

  • Monitor progress using both quantitative and qualitative indicators; lead adaptive planning with the MHPSS Officers and volunteers.
  • Serve as technical focal point for MHPSS implementation.
  • Provide structured technical advice and support on design, adaptation, and rollout of MHPSS sessions and outreach.
  • Ensure mental health literacy curriculum is accurately and consistently applied across all partner activities.
  • Oversee implementation fidelity and quality benchmarks using Medair’s monitoring and supervision tools.
  • Support the MHPSS Manager in tracking Budget vs Actuals and flag financial discrepancies.
  • Plan weekly team coordination and technical supervision meetings with MHPSS Officers.
  • Assist in drafting donor reports and funding proposals aligned with field evidence and program strategy.
  • Lead rollout of quality assurance tools (e.g., session observation checklists, feedback loops).

Act as a focal point for inter-partner referrals and ensure smooth integration of case management pathways.

  • Provides line management to MHPSS Officers and technical supervision to community volunteers in coordination with the Officers.
  • Represent Medair in coordination for all MHPSS-related planning and monitoring discussions.

 

Staff Management

 

  • Directly supervise MHPSS Officers, providing performance feedback, mentorship, and development opportunities.
  • Facilitate technical meetings and learning sessions across the MHPSS team and partners.
  • Promote a collaborative and accountable team culture and support the psychosocial wellbeing of staff.

 

Capacity Building & Institutional Strengthening

 

  • Lead the design and evaluation of workshops targeting 150 ministry professional.
  • Support the supervision and development of youth center facilitators and CBO actors engaged in session delivery.
  • Ensure all training integrates evidence-based content, including Psychological First Aid (PFA), mhGAP community care, and gender-sensitive facilitation
  • Collaborate with the MHPSS Manager to strengthen local systems and build a trained, sustainable MHPSS workforce.

 

 

Effective engagement with UN agencies, NGOs, donors, and community leaders (External Coordination)

 

  • Represent Medair’s MHPSS programming in coordination bodies (e.g., UNHCR MHPSS Working Group).
  • Liaise with other NGOs, CBOs, and donors during field visits and coordination meetings.
  • Support the MHPSS Manager in establishing or maintaining partnerships and MoUs.
  • Ensure referral coordination avoids duplication and promotes access to services for all groups.

 

Quality Management

 

  • Represent Medair’s MHPSS technical approach in inter-agency forums, working groups, and bilateral discussions.
  • Work closely with ministries and partners to ensure smooth referral mechanisms and institutional collaboration.
  • Provide technical review and feedback on youth-led digital content and community action initiatives, ensuring messaging is safe, stigma-sensitive, and age-appropriate.
  • Oversee MHPSS-related data collection, including session records, referral follow-up, and pre/post-test evaluations.
  • Contribute to the KAP baseline and endline study design and analysis with the MEAL team.
  • Document lessons learned, case examples, and technical findings to inform future program design and advocacy.

Educational qualification

Bachelor’s degree in psychology, clinical psychology, educational psychology, counselling psychology, or mental health nursing (master's degree).

 

A master’s degree in clinical psychology, mental health, or mental health nursing. 

Work experience

At least 4 years of experience in designing, implementing, and evaluating MHPSS or PSS programs in humanitarian or development settings.

Experience in team management and supervision.

 

Experience in partnership and community-based programming.

 

Proven experience working with MEAL and Information Management systems to strengthen data-driven programming.

 

Languages

Very good English language skills.

Native Arabic speaker.

 

IT

Familiar with Microsoft Office programs, in particular Word, Excel, Outlook, and Microsoft Teams.
