Background
Medair specializes in emergency response and recovery, providing rapid multi-sectoral assistance to sudden-onset emergencies. Medair has been working in Jordan in response to the Syrian crisis since 2012, with 2025 marking Medair's thirteen years of operations in Jordan. From an initial health emergency response, Medair Jordan's programme has consolidated into a series of stable needs-based responses focused on access to healthcare and social protection, with cash being used as the primary programming modality.
As the context changes, Medair has adapted intervention strategies to meet the most pressing needs. Medair Jordan currently delivers health (cash for health and community health), emergency cash, cash and case management support for social protection, and Psychosocial Support (PSS) for refugees and vulnerable Jordanians. Medair also works with local partners and aims to strengthen their capacities.
Summary of the Psychological First Aid (PFA) Trainer Role
The PFA Trainer will assess the training needs of Medair's Community Health Volunteers (CHVs), Medair staff, and local partners, developing tailored training materials based on the identified needs. He/She will deliver training sessions on the Psychological First Aid (PFA) curriculum, including both in-person sessions and practical exercises.
Additionally, the trainer will provide Training of Trainers (ToT) on PFA for local partners, enabling them to deliver PFA training independently in the future. The trainer will also provide comprehensive training reports and feedback to assess the impact and effectiveness of the training.
Training Objectives:
- Enhance the capacity of staff and local communities to provide psychological first aid in emergencies and crises.
- Raise awareness about the importance of mental health and how to effectively support individuals affected psychologically.
- Equip participants with the knowledge and practical skills needed to apply psychological first aid techniques in real-world situations.
Scope of work
Phase 1: Assessing Participant Needs:
- Conduct a thorough assessment of the participants’ needs (includes Medair’s CHVs, Medair’s staff, and local partners)
- Classify participants based on their needs and organize them into appropriate groups to effectively address each group's requirements.
Deliverables:
- Summary of the identified training needs, classified by group (CHVs, Medair staff, local partners).
Phase 2: Preparing and Planning the Training Program:
- Prepare training materials for Psychological First Aid (PFA) and Training of Trainers (ToT) on PFA.
- Define the training content (such as presentations, guides, and practical exercises) in alignment with the trainees’ needs.
- Structure the training to ensure all essential topics are covered effectively, incorporating interactive activities.
- Customize the training to suit the cultural, social, and educational backgrounds of the participants.
- Specify the training duration in days based on the identified needs and the developed materials for both PFA and Training of Trainers (ToT) on PFA.
Deliverables:
- Training plan and training materials
Phase 3: Delivering the Training Effectively:
- Conduct PFA training for Medair's Community Health Volunteers (CHVs), staff, and local partners per the established plan
- Conduct Training of Trainers (ToT) on PFA for Medair's local partners and selected staff members per the established plan.
- Communicate knowledge clearly, ensuring all participants understand the concepts of Psychological First Aid.
- Foster active interaction through innovative educational methods such as simulations and case studies.
Deliverables:
- Submit the signed attendance sheets for each training day.
Phase 4: Reporting and Evaluation
- Write a comprehensive training report that includes the pre- and post-test results, along with the percentage of knowledge improvement.
- Provide a detailed overall evaluation of each training session, including comprehensive insights and feedback.

Payment Arrangements
The payment arrangements will be based on the completion of phases and approval of deliverables by Meadir, as outlined below. The proposed timeline for completing this assignment is by the end of April 2025.
- First payment: After completion of phases #1 and #2 and the deliverables are accepted by Medair.
- Second payment: After completion of phase #3 and the deliverables are accepted by Medair.
- Final payment: After completion of phase #4 and the deliverables are accepted by Medair.
* Venue and bookings will be handled by Medair
* The trainer is responsible for his/her transportation
Application Process:
Interested candidates should submit the following requested documents to the email address logs-jor@medair.org by March 13th at the latest, with the email subject “Psychological First Aid (PFA) specialized trainer. “
- CV highlighting relevant experience in the required technical area.
- Technical proposal outlining the approach and methodology to achieve the deliverables.
- Work plan with proposed schedule
- Summary of relevant previous work or recommendation letters and reference letters.
- The financial proposal should be for the entire scope of work (PFA training and TOT on PFA). As Medair will make payments in phases, the initial offer should specify the following:
- Phase 1&2: Indicate the % weight of the total offer amount
- Phase 3: Indicate the % weight of the total offer amount
- Phase 4: Indicate the % weight of the total offer amount
Any application missing documents or received after the deadline will not be considered.
