Job Description and Requirements

CARE started working in 1948 in Jordan to meet the needs of refugees and displaced persons who had been forced to flee their homes in Palestine, as a result of the 1948 Arab-Israeli war and the subsequent creation of Israel. Today, CARE’s programming in Jordan spans across the humanitarian-development-peacebuilding nexus to support the most vulnerable communities in Jordan, with a strong focus on Gender Equality, Women’s Economic Justice, Climate Justice, and protection/basic needs in Humanitarian contexts.

The Project Officer supports the planning, implementation, and financial tracking of health-focused projects addressing access to medication, health rights, and healthcare services in Jordan. They assist the Project Manager in managing activities, ensuring donor compliance, and monitoring expenses to meet financial and operational targets.
 
The Officer contributes to thematic quality by aligning project activities with health priorities and integrating health-specific standards into planning and execution. They engage with the Ministry of Health (MoH) and other partners to enhance program delivery, build partnerships, and support localization through training and capacity sharing, ensuring responsiveness to local health needs.
 
This role requires strong organizational skills, multitasking, attention to detail, and the ability to coordinate with internal teams and health partners. Adherence to CARE’s policies and donor guidelines is critical. 
 
The position is funded through March 31, 2026, with potential extension based on future funding availability. 
 
JOB RESPONSIBILITY 1:Project Support and Coordination (50% of time)
 
Produce proposal development schedules and track timelines, ensuring and facilitating coordination amongst country office staff and partners in a timely and quality fashion.
Work closely with the Program and Fnance teams to support the design and development of proposal logframes, narratives, and budgets.
Ensure that Theory of Change is clearly articulated in all new proposals and that key elements of program quality are included (e.g. gender, safe programming, learning, accountability to affected populations, risk assessments, effective and sustainable partnerships, etc.).
Ensure integration of lessons learned and/or recommendations from previous grants, including donor feedback, evaluations, after action reviews, audits, etc.
Contribute to the conceptualization of programs that ensure value for money (Efficiency, Economy, Effectiveness).
Coordinate with relevant staff, and promptly and accurately provide additionally requested information in relation to proposals and reports from donors or CARE members, and make necessary revisions based on feedback.
Provide technical assistance and capacity building for and with partners on proposal development and report writing.
Ensure Go/No Go, Gender Equality Marker, among other internal CARE compliance documents, processes, and platforms such as the Funding Opportunity and Resource Tracker (FORT) are completed/updated for each opportunity. 
 
JOB RESPONSIBILITY 2: Financial Tracking and Budget Monitoring (20% of time)
 
-Monitor project expenses, ensuring alignment with approved budgets and compliance with CARE and donor financial guidelines.
-Work closely with the finance team to track expenditure against budget lines, flagging potential over- or underspending issues.
-Assist in preparing budget forecasts and financial reports for internal and external stakeholders.
-Support the processing of payments and reconciliation of project-related expenses, including ensuring the accuracy of invoices, receipts, and procurement documentation.
-Facilitate financial audits by preparing required documentation and responding to queries.
-Provide regular updates to the Project Manager on the financial status of the project, identifying areas requiring adjustments.
 
JOB RESPONSIBILITY 3:Local Stakeholder Management (10% of time)
Build and maintain effective relationships with local stakeholders, including the Ministry of Health (MoH), community-based organizations (CBOs), municipalities, and other key actors.
-Act as a primary point of contact for local partners, ensuring clear communication and alignment of expectations.
-Support local stakeholders in meeting program requirements, including capacity building and training sessions.
-Facilitate consultations and feedback mechanisms with community members to ensure project activities are responsive to local needs.
-Represent CARE Jordan in local coordination meetings and field-level engagements with stakeholders.
-Enhance partnerships and localization activities by working closely with local stakeholders, under the supervision of the Project Manager and the Partnerships Department, to strengthen their capacities and ensure sustainable project outcomes
 
JOB RESPONSIBILITY 4:Compliance and Administrative Support (10% of time)
 
-Ensure all project activities comply with CARE’s policies, donor requirements, and national regulations.
-Maintain up-to-date knowledge of donor rules and guidelines to ensure compliance across all project activities.
-Provide oversight and administrative support for procurement and logistics processes, ensuring accuracy and adherence to established protocols.
-Coordinate the preparation and submission of required documentation for internal and external audits, ensuring completeness and timeliness.
-Actively promote CARE’s safeguarding principles and gender equality commitments in all interactions with staff, stakeholders, and beneficiaries.
 
JOB RESPONSIBILITY5: Compliance and Administrative Support (10% of time)

-Support the collection, analysis, and reporting of project data to inform decision-making and improve project outcomes.
-Ensure that project indicators are regularly monitored and reported in line with donor requirements and CARE’s standards.
-Work with partners to facilitate learning sessions and workshops to share project insights and best practices with the team and stakeholders.
 
Job Responsibility 5:Emergency Response / Staff Security 5%

Qualifications/Education/Training :
 
Required: Bachelor’s degree in Public Health, Health Administration, Development Studies, Social Sciences, or a related field, or equivalent combination of education and work experience.
 
Desired :MA degree in Public Health, Health Policy, International Development, or a related field.
 
Experience/Technical Skills: 
 
 
Required :
 
-Minimum of 5 years of experience in project support, financial tracking, or similar roles within INGOs or the humanitarian/development sectors.
-Demonstrated experience working with the Ministry of Health (MoH) in Jordan and other health partners.
-Strong background in healthcare, health rights, and access to health thematic areas.
-Experience in financial tracking, budget monitoring, and reporting.
-Strong organizational and multitasking skills with a high level of attention to detail.
-Excellent communication skills in Arabic and English (both written and spoken).
-Proficiency in Microsoft Office applications, particularly Excel, and experience with financial management tools.
 
Desired :
 
-Experience working with community-based organizations (CBOs) and other local actors.
-Familiarity with CARE’s financial and operational systems or similar organizational frameworks.
-Knowledge of donor requirements and compliance, particularly those of major international donors.
