Duration: 9 months, between September 15, 2025 – June 30, 2026

Key Responsibilities:

This consultancy aims to strengthen the capacity of Local Advocacy Committees (LACs) in Azraq, Wadi Musa, and Dieban to design and implement evidence-based advocacy initiatives that address local climate resilience priorities. The consultant will deliver a phased capacity-building process that includes:

• Foundational advocacy orientation for all LACs to establish a common understanding of advocacy concepts and roles.

• Applied advocacy and action planning sessions in each community to co-develop practical, context-specific advocacy action plans.
• Six months of structured mentoring and technical support to guide LACs in implementing at least one advocacy objective from their plans, with regular follow-up and feedback.
• Peer learning and reflection workshop to consolidate lessons learned, celebrate successes, and promote cross-community exchange.

The consultancy will result in enhanced community-led advocacy capacity, actionable advocacy plans, and documented lessons to inform future climate resilience efforts.

Qualifications:

• 7-10 years of experience in a relevant technical field (required).
• Bachelor’s degree in environmental studies, development studies, politics, business management, or a related field.
• Experience developing and delivering training/education content in local communities, of at least 5 years.
• Familiarity with the humanitarian and development context is a plus.
• Strong analytical and reporting skills are mandatory.
• Strong and wide networks, including access to private entities, authorities, and government.
• Expertise in adapting participatory approaches, gender-sensitive approaches, and methodologies.
• Experience in conducting similar training (fields of climate change, disaster management, advocacy).

• Experience in delivering advocacy activities is mandatory.
