Summary:
Under the direction of the IOCC Jordan Country Representative, the MEAL Coordinator will be responsible for IOCC Jordan’s monitoring, evaluation, accountability, and learning. She/he will oversee implementation an office-wide monitoring and evaluation (M&E) system and ensure use of project-level M&E plans, work plans, indicator tracking tables (ITTs), and other tools to track project activities and measure the performance and impact of IOCC’s work. She/he will also be responsible for IOCC Jordan’s complaints response mechanisms (CMRs) and support referrals. Additionally, she/he will liaise closely with IOCC sub-recipients, supporting sub-recipient monitoring and oversight. She/he will support report and proposal development and writing. The MEAL Coordinator will support staff to collect, document, analyze, and disseminate data. Working with the Country Representative, the MEAL Coordinator will coordinate information management and reporting systems for IOCC Jordan. As requested, the MEAL Coordinator will lead capacity building for IOCC and partner staff.
General Responsibilities:
- ·Oversee and implement IOCC Jordan’s MEAL systems
- Lead and support ongoing MEAL of IOCC activities, using surveys, focus group discussions, site visits, other M&E tools and provide timely reports, inputs, and feedback to IOCC management
- Maintain internal tracking tools for the office’s M&E needs (such as indicator tracking, setting baselines, evaluations, lessons learned and recommendations, and follow-up on recommendations)
- Complete regular MEAL reporting requirements to IOCC headquarters on behalf of the Jordan office
- Develop tools and guidelines for data collection, collation, and reporting
- Support – including to serve as lead focal point, as assigned, for – internal and external evaluations, as needed
- Lead IOCC’s usage of KoboToolbox and other digital platforms and tools, including designing and modifying data collection forms, troubleshooting issues with current forms and creation of new forms, and training staff, volunteers, and partners on use of the platform
- Support the design and implementation of M&E plans for all projects, including planning and leading assessments, developing baselines, and conducting evaluations, as needed
- Ensure that CRMs are in place for all projects to strengthen the Quality & Accountability of IOCC’s activities in Jordan
- Manage, record, share, follow up, and consolidate feedback on IOCC’s activities through various CRMs and share this information with appropriate IOCC staff and also ensure that feedback and referrals particularly those which are urgent and sensitive, are addressed in a timely and appropriate manner
- Manage IOCC’s hotline and email addresses, including answering the phone during working hours, responding to messages, logging phone calls/messages, and completing follow-up on calls/messages internally and externally
- Maintain up-to-date internal and external referral tracking and provide timely follow-up with the referring party, including direct follow-up with IOCC program staff
- Conduct orientation for all staff on MEAL, CRMs, referral mechanisms, and related procedures
- Participate in the development of project reports and/or provide data and information necessary for the preparation project reports, trackers of project implementation, etc.
- Contribute to proposal development, including project design, developing and conducting assessments, developing of M&E plans and related tools, and utilizing lessons learned
- As assigned lead needs assessments from design to implementation
- Serve as the focal point between IOCC and UNHCR for RAIS, ensuring regular communications with UNHCR, updates by project staff, and troubleshooting any issues that may arise
- As needed, ensure monthly updates of project data to ActivityInfo and Services Advisor, while also supporting reporting to JORISS and UNHCR, as needed
- Support the Project Manager(s) and Finance Department in sub-recipient monitoring as outlined in IOCC’s Sub-Recipient Policy, as well as through needs identified by project and country management, including preparing monitoring reports and following up on these, as needed
- Review and provide regular feedback to Project Manager(s) and sub-recipient and partner MEAL staff reports and work
- Support and, as needed, building the capacity of sub-recipient and other partner staff in MEAL
- Develop and lead trainings to build capacity of IOCC and its sub-recipient(s) in MEAL-related topics
- Attend sector, sub-sector, and taskforce working group meetings, as requested, and provide updates to the Country Representative and relevant staff
- Lead the After Action Review (AAR) process for all completed projects, sharing findings with country management and headquarters, as well as consolidating learnings for annual sharing with the country office staff
- Regular visits to projects in the field to monitor activities, gather feedback, and follow up on CRMs
- Identify and oversee volunteers to support MEAL activities, as well as MEAL staff (as applicable) including completing the professional development and performance review processes
- Submit weekly reports to IOCC Country Representative detailing work completed, as well as identifying challenges and offering potential solutions to issues as they arise
- Carry out any additional task, as requested.

- Primary working location is in Amman with travel throughout Jordan to monitor and/or support implementation of project activities and for referral and coordination meetings
