MOBILITY MANAGER
CONTEXT
OCG presence in Amman Hub:
TOCG has been developing its presence in Amman with a delocalized structure created to support the quality of our operations in the region and beyond. Its includes:
- The Operational Cell 5 directly managed by a Head of Desk, which current portfolio includes Iraq, Lebanon and Yemen. The team is composed by the Head of Desk, Deputy Head of Desk, Medical Program Responsible, HR Advisor, Fin Advisor, Log Advisor, Strategic Communication Advisor, Supply Referent and Desk Assistant
- The MESO (Middle East Support Office) directly managed by the Head of MESO, that includes advisory, implementers and support positions providing technical and operational support to the field missions. The team is composed by Medical Team Leader, Lab, IPC, Nursing Care and AMR/Infectious Disease team, Humanitarian Affairs Advisor, Project Officer, Legal Advisor, Mobility Strategic Lead, Regional Technical Referent Energy and HVAC as well as operational and medical flying positions
- An intersectional Amman Mutualized Support Office (AMSO) for Finance/HR/Admin/Log/IT that supports both OCG, OCA and OCBA teams in Amman. The AMSO is managed by the Head of Resources and it’s under the direct management of OCA
The Middle East Support Office (MESO) is the HQ office of OCG in Amman, Jordan. Its purpose is to support MSF programs in the face of the growing complexity of intervention contexts and new challenges in the Middle East and beyond. MESO joins other MSF structures already present in the region, including OCBA, OCP and OCA in Jordan. Together, we aim to generate a strong dynamic in the Middle East, to better understand its challenges and problems, and gain a clearer picture of the medical and humanitarian issues that MSF needs to address.
Amman Hub will contribute to OCG Strategic Plan (SP) 2020-2025 focusing on 3 main pillars:
- Promote relevant humanitarian-medical-operational analysis, negotiation and advocacy initiatives in the region and beyond
- Provide direct technical and operational support and ensure continuity of operations

SCOPE OF RESPONSIBILITIES – OBJECTIVES OF THE POSITION
Responsible for management and implementing the mobility program across OCG’s portfolio countries, ensuring alignment with the mobility framework. Manages talent pool development, staff deployment, and data integrity while ensuring compliance with HR policies. Enhances program efficiency through collaboration with other HR stakeholders and provides comprehensive administrative support.
MAIN RESPONSIBILITIES
Management of International Mobility Pool:
- Identify and analyze needs of the GPOs/HRCOs to ensure the quality and quantity of human resources aligning with operational requirements.
- Maintain continuous interaction with recruitment, HRCOs and GPOs to develop the mobility talent pool and match operational needs with available staff.
- Regularly update and proactively distributes the OCG mobility pool list to relevant stakeholders while maintaining precise knowledge of staff in the D365
- Support HRCO/PDM in implementing gap management through mobility and backup identification.
- Keep records of all active mobility pool members, including their career development plans, and availability.
- Ensure all mobility management tools and HR placement procedures are effectively used and updated as needed.
- Identify development needs of staff and propose solutions through mobility for development.
- Proactively propose staff for deployment based on operational needs, nationality eligibility constraints, and diversity, equity, and inclusion (DEI) principles.
- Assist in preparing and verifying documentation for staff mobility, ensuring compliance with legal and organizational policies, including GDPR.
- Collaborate with HRCOs and technical referents to align professional development pathways with organizational needs.
Mobility Pool Development:
- Lead the integration of staff eligible for mobility into the pool. Conduct interviews as per OCG HR standards.
- Provide guidance to HR team on staff who cannot be integrated into the pool.
- Develop and strengthen pool of validated staff above level 09. Organize validation with the recruitment unit.
- Support HRCOs and PDMs in leading the identification and the validation of the staff for international mobility.
Data Management and Reporting:
- Integrate and regularly update Dynamics 365 and HRIS with staff records, and career tracking information.
- Prepare presentation for the GPOs of the detachable staff.
- Responsible for management of D365 database for Amman, Dakar, and Mexico. Ensure the Mobility SharePoint and D365 reflects accurate and relevant data for all stakeholders.
- Maintain GDPR-compliant records for all staff, ensuring data security and confidentiality.
- Prepare monthly reports on mobility activities, including statistics on pool composition, detachments, and career pathways.
Quality Assurance and Compliance:
- Verify that all staff in the mobility pool meet secondment criteria and ensure access to briefing and debriefing.
- Monitor adherence to matching and detachment procedures, ensuring compliance with HR policies.
- Oversee insurance coverage for all seconded staff and ensure they receive adequate coverage during detachments.
Facilitation of Briefing, Preparation, and Return Processes:
- Conduct briefings and debriefings for staff, ensuring they receive administrative, logistical, and mission-specific support.
- Maintain tracking of medical check-ups, insurance coverage, visa arrangements, and travel logistics for all seconded staff.
Contribution to HR & Organizational Development:
- Support Mobility Lead and HR stakeholders in ongoing projects, organizational improvements, and policy development.
- Organize and document key meetings, ensuring structured follow-ups on HR-related action points.
REQUIREMENTS
Education
- A bachelor’s degree in any HR/Administration or equivalent qualification/experience.
Experience
- Experience with MSF or other humanitarian NGOs is a must.
- Field experience with a humanitarian organization is a must.
- Pool Management or field HR experience is an asset.
Language
- Fluency in English (written and spoken)
- Knowledge of French and Arabic is an asset
