Overall Purpose

Enhance the quality of Medair’s assistance to vulnerable refugees and Jordanians through evidence-based collaboration with programme teams throughout the project cycle. Contribute to a MEAL team that supports and strengthens Medair’s MEAL system so that programming is accountable and focused on learning.

 

In addition, the MEAL officer will be responsible of data management (data collation, entry, analysis, interpretation, and reporting), developing different reporting formats and checklists, updating and maintaining databases and proper project documentation for accountability and learning. Support the design of utilisation-focused quantitative and qualitative MEAL tools for collecting, analysing, and using data. 

Project Overview

Medair’s programming in Jordan serves refugees and vulnerable Jordanians in addressing their health, social protection, and psychosocial support needs in rural and urban (non-camp) settings.

Major Duties and Responsibilities

 

MEAL system components – selected programming responsibilities

  • Accountability to Affected Populations (AAP):
  • Under the guidance of the MEAL Manager, support the mainstreaming of AAP within the programme, while managing the MEAL activities.
  • Provide accurate and timely information to all beneficiaries and stakeholders
  • Facilitate the link between beneficiaries and Medair, providing information and feedback between beneficiaries and the MEDAIR team as appropriate.

 

  • Assessments, monitoring & evaluation:
  • Under the guidance of the MEAL Manager, design, develop and/or modify high quality assessments, monitoring, and evaluation activities.
  •  Developing tools for qualitative and quantitative data collection, analysis, visualisation, and use such as for post-implementation and post-distribution monitoring.
  • Support the management and implementation of field-level assessments, monitoring and evaluation data collection activities.
  • Train data collectors on relevant tools
  • Facilitate FGDs and conduct KII with relevant stakeholders.  
  • Learning and adaptation:
  • Contribute to proactive dissemination and use of knowledge gained through MEAL activities among all stakeholders.
  • Contribute to organizing and facilitating learning events to capture best practices and lessons learnt when a project closes or as required.
  • Document and share the lessons learnt and best practices on time and ensure that the knowledge gained contributes to the improvement of projects and influences the strategic development of future projects and activities.
  • Support project implementation and improvement by providing timely information around project successes to be scaled up as well as challenges to allow ‘course correction’ throughout life of the program.

 

MEAL system components – cross-cutting responsibilities

  • Programme quality expectations: Under the direction of the MEAL Manager, support the integration of programme quality expectations (including Humanitarian Principles, the Core Humanitarian Standard, Sphere, donor and Medair standards as appropriate) into MEAL activities.
  • Data quality: Support the development of data collection tools with high quality to capture the projects outcomes.
  • MEAL Reporting:
  • Under the guidance of the MEAL Manager, provide statistics to assist with selected donor MEAL reporting duties.
  • Develop the first draft of the interim, quarterly or final PDM reports and donor reports.
  • Support the MEAL manager on reviewing the partners monthly and final reports.

 

MEAL system components – management responsibilities

  • MEAL planning: Under the guidance of the MEAL Manager, contribute to the development of donor M&E plan.
  • HR:
  • Assist the MEAL manager to oversee and manage tasks for casual labour (enumerators) to carry out good quality data collection, as requested.
  • Ensure a positive working environment and good team dynamics.
  • Manage interpersonal conflicts among team members.
  • Training: Under the guidance of the MEAL Manager, develop and deliver internal trainings to staff and casual labour on MEAL related exercises.
  • Budgeting and financial management:
  • Support good financial management of MEAL financial resources, including completing Payment Disbursal Forms (PDFs) for MEAL related activities when needed.
  • Follow the procedures on archiving all financial related documents of the casuals’ payments.

 

MEAL system – strategy, approach and other selected components

  • Internal and external communication:
  • Contribute to the development and updating of the country MEAL strategy.
  • Contribute to appropriate, regular, transparent, and supportive communication between the MEAL team and all other departments.
  • Internal and external collaboration and networking: Under the guidance of the MEAL Manager, participate in relevant internal and external working groups and networks, including Medair’s Regional MEAL Community of Practice and, when appropriate, the Amman MEAL network.
  • Collaboration with the Information Management team: Work closely with the Information Management (IM) team to develop and revise data collection, analysis, and use tools.
  • Provide translation services when necessary.

 

Other

  • Participate in MEAL-related conferences and workshops when possible and stay up to date of best practices and new knowledge created in the field of MEAL.
  • Perform any other related activities as assigned by immediate supervisor.

Vocational qualification

Bachelor’s degree in Statistics, Economics, MIS, International Development, Political Science, Public Health or other related fields or equivalent work experience

Graduate Degree in related field

Work experience

At least two years of experience working in MEAL roles in a humanitarian setting

 

Languages

Strong working knowledge of English and Arabic (spoken and written)

 

IT/IM

Good skills in Microsoft Office programs (Excel, Word Outlook and PowerPoint).

Experience with other database applications
