COOPI

COOPI- Cooperazione Internazionale is an Italian secular and independent humanitarian organization that fights against all forms of poverty to improve the world. It was founded in 1965 by Father Vincenzo Barbieri. Today, COOPI is present in 33 countries across Africa, Latin America, and the Middle East, with both emergency and development projects carried out by expatriate staff (an average of 150 people per year) and national staff. The main institutional funders are the European Union, UN agencies, the Italian government, local authorities, and other European governments.

COOPI in the Country

COOPI has been registered in Jordan since 2017, implementing protection, education, and livelihood projects. COOPI assists both the Syrian population and the host community in responding to the effects of the Syrian crisis. COOPI is currently implementing child protection and livelihood projects funded by the EU and AICS.

Role

Under the supervision of the Project Manager and in coordination with the project team, the M&E will be responsible for directly conducting monitoring and evaluation and learning activities for the ongoing project and support in the revision of the Logical Framework and Indicators. The M&E will be based in Amman office with regular visits to the projects sites.

Responsibilities

Under the direct supervision of COOPI’s Project Manager, the M&E will be responsible for the following tasks:

Monitoring:

  • Before the start of the project, supported by the Project Manafer, review the logical framework and prepare all monitoring tools to be used during the project implementation;
  • Prepares, the tools to support M&E activities and ensures the necessary support for their proper use by the project staff;
  • Performs activity-level monitoring, uses monitoring tools to manage the project, and updates the Head of Mission and Project Manager with respect to the progress of project implementation;
  • Receives feedback from the Project Leader on project progress and support for problem solving;
  • Trains project staff responsible for data collection and data entry activities;
  • Coordinates (and directly uses if necessary) the use of data collection tools;
  • Enables adaptive meausures of project management by informing the Project Manager and field staff with respect to information collected through monitoring activities;

Evaluation

  • Organizes and coordinates project-level self-evaluation exercises by organizing "after action review" workshops both internally and involving external stakeholders;
  • Supports the conduct of internal and external evaluation missions.
  • Reviews and produces summary reporting of evaluation processes, associated with projects, that fall under its portfolio of expertise, in line with the organization's directions.

Reporting

  • In Coordination with the Project Manager and Head of Mission update the project Logical Framework and indicators from a technical point of views.
  • Support the Project Manager in preparing report for what concern his/her competences

 Accountability:

  • Ensure maintaining high confidentiality of information and up-to-date documents, including processes and verification.
  • Inform the Head of Mission and Protection Manager about any data breach

Accomplish any other assignments given by the Case Manager Supervisor or Protection coordinators.

Candidate’s profile

  • Higher education (bachelor's or master's degree) of at least two years or an equivalent mix of experience and training in the humanitarian, development cooperation, international relations;
  • Mastery of the project cycle, logical framework, participatory methodologies in project management and in particular MEAL principles;
  • Excellent spoken and written knowledge of the English language;
  • Mastery of Office package and major programs and tools for IT communication and research;
  • At least 2 years of experience in Monitoring and Evaluation of Development projects, with reporting responsibilities;
  • Experience in data management and analysis, both qualitative and quantitative;
  • Demonstrated drafting skills in working languages (English and Arabic);
  • Excellent organizational skills, flexibility, strong initiative and autonomy in work, pragmatism;
  • Resistance to stress, ability to work under pressure and with imposed deadlines;
  • Excellent ability to work in teams and by objectives, ability to train co-workers, assertiveness;
  • Excellent listening, negotiation and communication skills
  • Experience in protection and/or livelihood sector and advantage
  • Interest and motivation to work in an NGO while respecting its values and principles
