Oxfam has been in Jordan since the 1990s. We work with local partners in Jordan for a future where everyone can reach their full potential, especially women and young people. We provide essential humanitarian assistance to Syrian refugees as well as vulnerable Jordanians, while promoting longer term sustainable solutions to challenges facing Jordan, with a focus on Climate Justice, Economic Justice and Gender Justice.
Under the initiative “Provision of Solid Waste Management (SWM) services in Za’atari Syrian Refugee Camp, Azraq Syrian Refugee Camp, and surrounding host communities” funded by the European Union (EU), Oxfam works to improve waste management practices, enhance environmental sustainability, and create job opportunities.
Project Locations: Za’atari Syrian Refugee Camp, Azraq Syrian Refugee Camp, and surrounding host communities, including Um Al Jimmal, Za’atari & Manshieh, Khalidiyah, Rehab, and Greater Mafraq municipalities, as well as a beach clean-up campaign in Aqaba governorate.

Project Impact:
Improve the living conditions of approximately 130,000 Syrian refugees and their host communities in Jordan by maintaining and enhancing solid waste management (SWM) services through the Cash for Work scheme.

Knowledge, Attitudes, and Practices (KAP) Survey
The primary objective of the KAP survey is to establish baseline values for key indicators related to household practices, environmental perceptions, and community empowerment in SWM. These baseline values will be critical for tracking progress and evaluating the project's outcomes and impacts over its duration. Specific objectives include:
The total sample size will be proportionally distributed in each location for different groups of people (age, sex, disability, etc.) to allow the inclusion of different groups in the survey.
The KAP survey will comprise of quantitative data (collected through structured interviews) and qualitative data (collected through focus group discussions and key informant interviews).
Oxfam is seeking an individual/ company consultant to assist in:
Quantitative data will be collected by Oxfam through door-to-door structured interviews. Oxfam will be responsible for the development of interview questions, digitalization of the interview template (SurveyCTO data collection platform), recruitment of enumerators, training of enumerators on interview questions, sample calculation, and facilitating quantitative data collection.
The consultant will be required to develop thorough understanding of Oxfam’s operations and interventions– through a desk review of project documents that will be shared by Oxfam and through brief induction sessions with Oxfam’s project teams.
The consultant will review the data collection tools.
Upon completion of data collection, the consultant will conduct a preliminary analysis of the collected quantitative data.
2. Collection of qualitative data through conducting key informant interviews (KIIs) and focus group discussions (FGDs)
After conducting the preliminary analysis, the consultant will develop qualitative data collection tools that will support in the interpretation of initial quantitative results and will collect qualitative data.
Qualitative data will be collected through:
FGDs with members of diverse groups of the community. The number of FGDs will be determined by the consultant in coordination with Oxfam upon contract signature, following a purposive approach.
KIIs with camp management representatives, community group representatives, municipality representatives, donor and other NGO staff, Oxfam front-line staff, community-based organization (CBO)/ civil society organization (CSO) staff, etc. Target group of KIIs will be determined by the consultant upon contract signature in coordination with Oxfam, also following a purposive approach.
Oxfam will support the consultant in the coordination of KIIs and FGDS.
3. Full analysis and reporting
The consultant will provide the final report that will include the adequate analysis of all qualitative and quantitative data incorporating all comments received by Oxfam.
The final report should be disaggregated by location, by different groups and segments of people (females, males, people with disability status, etc.) – to be agreed upon contract signature.
Stata or any other suitable platform will be deployed for quantitative analysis. The data analysis offered through the survey will be triangulated against other large survey data, and qualitative sources deployed by the same survey. Statistical correlations will be performed on variables of high relevance for program learning. Data will be presented both in tabulated forms as well as with adequate narratives on the interpretations.
Upon finalization and approval of final report, the consultant will present key findings to project teams.
A maximum of two rounds of review will be requested from the consultant upon submission of the first draft of the report.
The consultant must adhere to ethical consideration guidelines, such as voluntary participation, informed consent, anonymity, confidentiality, etc. during the conduction of interviews, focus group discussions, collection of data, and handling of data.

Oxfam withholds the right to conduct interviews with one or more potential suppliers before an award decision is made. The purpose of the interview is to seek further clarification on the submitted quotations and learn more about the background and previous experiences of the potential suppliers and their teams.
