Job Description:

JOB PURPOSE
 

The Senior Infrastructure Engineer holds a pivotal role in overseeing the management and coordination of activities across multiple sectors including Water, Sanitation, and Hygiene (WASH), construction, water resource management, conservation, and sustainability. Collaborating closely with operational teams, the TC supervises initiatives such as water management and dams protection projects, ensuring their smooth implementation, effective communication, and stakeholder engagement. The TC plays a crucial role in tailoring global technical guidance to suit local needs, pinpointing cutting-edge technologies for seamless program integration, and sharing best practices to drive ongoing enhancement. At the project level, the TC offers technical proficiency in crafting water project strategies, overseeing project development, maintaining quality control throughout implementation, and tracking impact to ensure successful outcomes. Additionally, The TC plays an active role in strategic planning, advocating for program objectives, and nurturing partnerships with private sector entities and technical institutions to enhance program execution and collaboration.

MAJOR RESPONSIBILITIES

Project planning and implementation

  • Prepare detailed planning of project activities including (Human Recourses, Risk mapping, schedule, budget, quality control).

  • Organize and monitor the administrative and financial processes of the project activities.

  • Support in assessing the project procurement needs and managing the procurement processes.

  • Provide the required support to ensure timely and accurate project payment are completed.

  • Support the related teams in planning and implementing the workers recruitment process.

Technical advisory

  • Provide technical coaching and mentoring to technical/implementation teams in the project to ensure high-quality and impactful implementation aligned with WVI technical guidance and best practices.

  • Support in the elaboration or quality review of implementation strategies and related processes/tools for relevant programs (e.g., checklists, TORs for consultants).

  • Provide technical support on new project development, from project concept, to partnerships, to technical approach, to elaboration of project proposal documents as relevant.

  • Develop technical guidelines and protocols for the design, construction, operation, and implementation of dam’s project.

  •   Evaluate the ongoing activities and propose new activities.

  • Support and advise the implementation of site activities, by conducting field visits to the different areas of operations to monitor the progress of the work.

  • Oversee the implementation of the project activities and ensure that they are implemented of a high quality, on-time and within budget.

  • Prepare and review engineering designs, plans, specifications, cost estimates and recommendations for the projects in addition to perform design tasks, prepare bid documents including drawings and specifications, and organizing all drawings, reports, calculations, and associated project deliverables, in a close coordination with supervision from project manager.

  • Serves as a technical resource in assigned technical area; provides technical advice to the infrastructure engineer. Oversees and supervises employees engaged in day-to-day activities. as-needed labor or volunteers,

 

Project team management and development

  • Provides direction and assigns tasks to the project staff, specifies their individual work plans and evaluates individual team members’ performance.

  • Support and advise the assigned staff in their professional development, identify their training needs. And supports staff to achieve the objectives defined in their performance plans and provide them with the necessary trainings and technical support.

  • Develops with the assigned team, monthly activity plans for their duties and tasks.

  • Carry out appraisals and evaluation of the supervision team.

  • Conduct team weekly meetings and document the minutes of meeting.

  • Leading and managing technical team of 4 engineers with different roles and responsibilities

Partnership and coordination

  • Ensure coordination with all related local actors and local authorities.

  • Establish and maintain strong and professional relations with the project partners and support related staff to supervise and coordinate partners’ activities.

  • Effectively liaise and collaborate with the Project Manager, project teams and WV support departments.

  • Participate in internal and external meetings and events within the project scope of work, as delegated from the project manager.

  • As requested by the project manager, to plan, conduct and report on donor, partners, media or communication visits or activities.

M&E, Reporting and Data management.

  • Monitor and evaluate ongoing activities and report on unmet needs and gaps.

  • Keep updating and archiving the follow up and progress data in an organized to monitor the project activities’ indicators and achievements.

  • Working on developing and upgrading the project data collection and documentation processes.

  • Ensure the proper documentation for all project data to be used for analysis and as a reference.

  • Assess continuously the project methods, processes and practices and propose improvements.

  • Report to the Project Manager the Work progress on weekly bases discussing implemented works, next week targets and challenges.

  • Actively participate in preparing and submitting the project monthly report on- time and of a high quality.

  • Prepare and submit the monthly progress reports.

  • Participate and support as requested in project related assessments or evaluation processes.

Hazard and Risk Management

  • conduct comprehensive hazard identification and risk assessment exercises in collaboration with project teams.

  • Utilize hazard identification tools and techniques to identify potential risks associated with project activities.

  • Develop risk mitigation plans based on the identified hazards and risks, outlining preventive and corrective measures to address potential threats.

  • Collaborate with relevant stakeholders to implement risk mitigation strategies and ensure their effectiveness.

  • Develop emergency preparedness and response plans, including procedures for responding to potential hazards and emergencies.

  • Establish monitoring mechanisms to track the implementation of risk mitigation measures and evaluate their effectiveness.

  • Conduct periodic reviews and assessments to identify emerging hazards and adjust risk management strategies accordingly.

  • Maintain comprehensive documentation of hazard identification, risk assessments, and risk mitigation plans and prepare regular reports on hazard and risk management activities, including updates on the implementation of mitigation measures and any incidents or emergencies encountered.

Other duties

  • Perform any other duties as directed by the project manager.

 

KNOWLEGE/ QUAIFCATIONS FOR THE ROLE
 

Required Professional Experience

  • At least 5 years of experience in humanitarian project field implementation
  • At least 3 years of experience in WASH related activities.
  • At least 5 years of full-time technical and professional experience in civil engineering work industry
     

Required Education, training, license, registration, and certification

  • A minimum of a bachelor's degree in civil engineering, environmental engineering, water engineering, or related fields is required, Master’s degree is a plus.  Extensive professional expertise in dam protection and water resources management is essential.

  • Being aware about NBS and any new techniques can be implemented within the dam protection and soil erosion reduction.

  • Proficiency in conducting hydrological and hydraulic studies for various catchment areas and dams is required.

  • Ability using hydrological and hydraulics software such as (AutoCAD, Arc-GIS , Global mapper, Hec-RAS, WMS, .etc )
     

Preferred Knowledge and Qualifications

  • Proven working experience in project management.

  • Considerable knowledge and experience in budget and procurement processes

  • Working knowledge of the logical framework approach to project design , monitoring, and evaluation/project cycle management

  • Ability to work independently and as part of deserve team.

  • Highly organized and ability to multi-task

  • Very good and efficient communicator

  • Good interpersonal skills. Cross-cultural sensitivity, flexible worldview, emotional maturity, and physical stamina.

  • Self-motivated , positive attitude a with a willingness to learn.

  • Ability to recognise problems and solve them efficiently.

  • Ability to cope and work under pressure.

  • Sound knowledge of MS Office software use epically word, excel and outlook.

  • Excellent reporting skills.

  • Ability to organize and plan effectively.

  • General knowledge of the regional environmental and water dynamics is a strong advantage.

  • 70% field work

  • 30% office based.
