Job Description and Requirements

The GIZ “Technical cooperation measure under the Bilateral Studies and Experts Fund HERizon” in Jordan is seeking to hire “Gender & Equality Advisor”. 

Qualifications and Specialist knowledge

  • Master’s Degree in gender studies, social sciences, international development, political science, public policy, or a related field.
  • At least 10 years of progressive experience in gender equality, women’s empowerment, or development cooperation, preferably within an international organization or donor-funded project.Proven leadership experience in designing, implementing, and managing gender-focused initiatives, policies, or campaigns at a national or regional level.
  • Strong track record of policy advisory work and stakeholder engagement, particularly with government entities, civil society, donors, and international organizations.
  • Demonstrated expertise in gender analysis, mainstreaming, and monitoring & evaluation of gender-responsive programs.
  • Established professional network in Jordan’s women empowerment sector, including government agencies, NGOs, academia, and development partners.
  • Exceptional communication and public speaking skills, with the ability to engage and influence diverse audiences.
  • Strong negotiation and diplomatic skills, with the ability to navigate political and cultural sensitivities effectively.
  • Experience in organising conferences and workshops
  • Experience with public relations methods; prior professional experience with social media as an asset
  • Excellent working knowledge of information technology (e.g., email, social media, MS Office, MS Teams)
  • Proven skills to work in an intercultural context,
  • Business fluency (written and oral) in Arabic and English, German language skills is an asset
  • Willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management.

Main Responsibilities:

  • Lead on implementation of measures, ensuring excellence in execution, alignment with strategic objectives, and measurable impact in close cooperation with the supervisor.
  • Advise Jordanian partners and key stakeholders on gender equality, policy development, and transformative approaches to mainstreaming gender.
  • Act as a thought leader and resource expert on gender and equality, driving knowledge-sharing and innovation within the organization. ensuring high visibility, credibility, and stakeholder engagement.
  • Take ownership of assigned initiatives under the Gender Workstream action plan, proactively leading implementation and delivering measurable results.

Communication & Representation:

  • Strategize, design, and oversee high-impact GIZ campaign initiatives on women empowerment, ensuring resonance, visibility, and policy influence.
  • Maintain and expand a strong professional network in Jordan’s gender sector, leveraging relationships for strategic / tangible impact.
  • Represent the GIZ Work on women empowerment in high-level forums, panels, and discussions, ensuring strategic messaging and advocacy.
  • Where appropriate and reasonable, the position holder is willing to perform tasks outside the scope of the job description.

About HERizon 

HERizon is a new technical cooperation measure under the Bilateral Studies and Experts Fund (SFF) aimed at strengthening the economic inclusion of women in Jordan. Implemented in close collaboration with the Jordanian National Commission for Women (JNCW), the initiative focuses on enhancing the capacities of local civil society and key stakeholders to advocate for and support women’s economic participation. The measure aligns with Jordan’s national gender strategies and the BMZ’s Feminist Development Policy, working to reduce structural and social barriers to employment through targeted capacity-building, public awareness campaigns, and engagement with the private sector and vocational training institutions. With a planned duration of two years (2024–2026) and a budget of up to EUR 500,000, HERizon aims to drive sustainable, gender-transformative change.

Emanating from GIZ’s role in enhancing and promoting the efficiency and competency of its political partners and entities and their respective employees, and in view of GIZ’s aim at maintaining and encouraging the stability of employment at its political partners and entities, this position will not be available to any official employee currently working at any of GIZ’s political partners, governmental ministry, department or entity, including any official employees who are on unpaid leave.
