The GIZ Jordan Program “Innovative Approaches for the Financial Inclusion of Micro, Small and Medium Enterprises in Jordan (I-FIN)" Follow-on Project is seeking to hire a Financial Systems and Insurance Advisor - Focus: Gender based in Jordan- for full-time base employment.

The follow-on project “Innovative approaches for the financial inclusion of MSMEs in Jordan (I-FIN)” supports Jordan´s financial system to become green and more inclusive, in order for MSMEs to benefit from it to invest and grow their businesses.

The project is structured in four intervention areas, which aim to (1) strengthen the capacity of the Central Bank of Jordan to foster a conducive environment for inclusive green MSME financing; (2) strengthen financial intermediaries’ capacity to provide inclusive green financial products and services to MSMEs; (3) strengthen growth-oriented MSMEs’ capacities to use inclusive green financial services; (4) strengthen financial service providers` understanding of international climate finance. The project´s target group are growth-oriented MSMEs with green products and services, MSMEs aiming to invest in more resource-efficient and environmentally friendly processes, as well as women-led/owned businesses in all sectors.

The project is commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ) with a duration from 1/11/2025 - 31/10/2029. It builds on the foundations, partnerships and lessons learnt of the current predecessor I-FIN project, which has been implemented over the past four years to improve the financial inclusion of MSMEs in Jordan. 

Position start date: 1st November 2025

Qualifications and specialist knowledge

  • University degree (Bachelor) in Gender Studies, Finance, Business Administration, Economics, International Development, Political Science or relevant discipline
  • 5 years of professional experience in gender-responsive financial systems development with a focus on access to finance for women-led/women-owned MSMEs
  • Advisory experience with financial service providers such as banks or microfinance institutions on gender-responsive product design      
  • Experience in working with women-led MSMEs and knowledge about the access to finance barriers faced by women-led MSMEs      
  • Partner-orientation, ability to assess and respond to partner requirements and collaboration opportunities to efficiently reach project objectives 
  • Excellent organisational and communication skills
  • Knowledge about green inclusive finance for women-led MSMEs in an asset
  • ⁠Fluency (excellent knowledge) in English and Arabic, both spoken and written

Main Responsibilities

  • Managing activities aiming to improve the institutional conditions for women-led MSMEs’ access to financial services, including green finance, with Central Bank of Jordan, Financial Service Providers, local training providers and other relevant partners
  • Providing professional advisory services to financial service providers such as banks, microfinance institutions or insurance companies on developing financial products and services for women-led MSMEs    
  • Establishing and managing bilateral and multi-stakeholder partnerships with financial service providers, NGOs, public institutions and other relevant stakeholders to promote access to finance for WMSMEs and support the project`s implementation
  • Technical steering of contracts and partnership agreements such as grant agreements, service agreements, and others, in line with GIZ processes and rules and in collaboration with relevant internal departments
  • Establishing synergies and ensuring good collaboration with all project intervention areas as well as with relevant projects under the GIZ umbrella and those of other donors      
  • Ensuring mainstreaming of gender-sensitive activity design among all project activities and act as a knowledge resource for capacity building on this topic among team members and partners
  • Ensuring proper monitoring and reporting of outcomes, regularly updating project management tools and maintaining good flow of communication with the commission manager
