Project Background:

USAID Public Financial Management and Administration (PFMA) aims to partner with USAID/Jordan and the Government of Jordan (GOJ) to improve Jordan’s revenue system and enhance its budget management process. PFMA will build the capacity of the Jordanian Ministry of Finance and other government institutions to modernize the revenue collection system, encourage compliance—including making it easier for taxpayers to comply with tax obligations—upgrade public procurement management, and improve budget planning, preparation, and execution. Key objectives include: 1) improving the revenue-raising system; 2) streamlining the budget management process; 3) optimizing public expenditure management, and 4) implementing crosscutting Public Financial Management reforms such as interventions to address COVID-19. Through a combination of technical assistance, capacity building, and facilitation, tangible and measurable results will be expected during the anticipated five-year duration of the activity.

Position Description:

The Project Finance Assistant will play a pivotal role in assuring adherence to financial policies, project policies and procedures, regulations, controls, and reporting systems. The Assistant will provide accounting and financial analysis support to the project office and will ensure the submission of financial reports based on internal deadlines. This position will ensure compliance of all accounting and financial reporting functions. The Finance Assistant is responsible for recording costs and daily general accounting, accounts receivable/payable, payroll, and ensuring all backup documentation is audit-ready.

Key Duties and Responsibilities:

This position reports to the Senior Financial Manager (SFM) and encompasses the following responsibilities:

  1. To do scanning of full payment packages.
  2. Coordinate obtaining the needed signatures from all required parties.
  3. Upon obtaining the signatures, s/he must do the needed proper filing/archiving task.
  4. follow up by phone calls and emails with the vendors to ensure they received their payments/wire transfers and obtain the proper receipt voucher.
  5. In coordination with the Logistics Specialist, conduct routine inventory checks and reconcile with accounting/procurement records.
  6. Reconcile health insurance bills and telecommunication bills, and any other services.
  7. Manage various accounting-related trackers.
  8. Check initial payment packages for compliance with a check list prior to processing by accounting.
  9. Put the payment package contents in order.
  10. Any other additional financial/accounting/operational/procurement tasks as needed and as advised by PFMA financial team.

Qualifications:

  • Completed University degree in Accounting.
  • A maximum of one year in previous experience in Accounting or Finance.  Fresh Accounting grads are welcome to apply.
  • No prior legal convictions for fraud or theft and no prior terminations for cause from a prior employer.
  • Experience using Microsoft Excel (required).
  • Honest, trustworthy, eager to learn, discreet, takes the initiative and self-motivated in handling all assigned tasks.
  • Fluent in Arabic and English.
  • Ability to provide a minimum of three character or professional references.
