  1. BACKGROUND

The Recycling in Jordan Activity (JRA) program is a multi-year project funded by USAID, which aims to increase commercial sector utilization of recycling services in Amman, Jordan. By working with private recycling firms, the commercial sector, the Ministry of Environment (MOENV) and the Greater Amman Municipality (GAM), the project is intended to expand and improve private sector-led recycling services; to generate greater demand for utilization of recycling services within the Amman commercial sector, and to increase local and national government support for solid waste management.  

  1. PRINCIPAL POSITION OBJECTIVES, BASIC FUNCTIONS/CRITICAL TASK

The Commercial Recycling Specialist will serve as part of the project team and assist the Business Enabling Environment & Commercial Sector Lead in the management and coordination of program activities related to increasing demand for and use of recycling services in Amman by the commercial sector and improving the empowering business environment for material markets and recycling services. The Commercial Recycling Specialist shall assist in planning the execution of the Activity interventions, monitor the progress against approved plans, coordinate implementation and delivery, facilitate achieving Activity indicators, and report on interventions’ performance and progress.

The Commercial Recycling Specialist will support executing the activities under Objective 2 to increase demand for and use of recycling services in Amman’s commercial sector through increased awareness of recycling and recycling practices among the commercial sector and strengthen linkages between the commercial sector and recycling service providers. The Commercial Recycling Specialist will also support executing the activities under Objective 3 to coordinate policy and regulatory reform efforts with GAM and the Ministry of Environment to promote a business enabling environment.

The Commercial Recycling Specialist will support identifying and profiling commercial waste generators and developing compelling messages and business cases that will convince commercial waste generators to recycle. S/he will collaborate with professional/industry associations, GAM, and the Ministry of Environment on design of communication and outreach campaigns targeting commercial waste generators; and will support waste generators to adopt recycling services and develop and monitor solid waste management (SWM) plans.

The Commercial Recycling Specialist will deliver direct technical support to businesses, introduce corporate behavior change programs, identify recycling market opportunities and incentives, analyze recycling markets and services, identify and facilitate innovative business partnerships and solutions in solid waste management and recycling, design training and capacity building programs, and facilitate public-private partnerships.

S/he shall collaborate with project team and maintain strong working relationships with the Ministry of Environment, Greater Amman Municipality, other related ministries, non-governmental organizations, relevant business associations, the commercial sector waste generators, and the recycling service providers.

 

  1. DUTIES AND RESPONSIBILITIES
  • Assist the Business Enabling Environment & Commercial Sector Lead in the technical implementation of the project interventions and day-to-day technical coordination and collaboration between the team of the two components.
  • Work with the Business Enabling Environment & Commercial Sector Lead and the crosscutting communications manager to improve understanding and awareness of new recycling service options for the commercial sector through appropriate communication mechanisms.
  • Design and implement behavioral change initiatives to increase awareness and encourage targeted commercial waste generators to utilize recycling services.
  • Introduce and support implementation of recognition/incentive schemes to promote recycling within targeted commercial sectors.
  • Identify business sectors that demonstrate the most potential for sustainable impact and additionally those that foster opportunities for female service providers.
  • Support waste generators to develop waste management plans; meet targets (set by international hotel brands, for example); communicate their successes to their target audiences/clients.
  • Facilitate linkages between the recycling service providers and the market of commercial waste generators and support commercial change management initiatives within the commercial sector to develop and implement successful recycling models and practices.
  • Undertake studies, research, and other activities as needed to identify partnership opportunities that lead to adapting reduce, reuse and recycling solutions in the recycling sector.
  • Facilitate implementation of partnerships with counterparts for the adoption of sustainable and viable business recycling models, systems, initiatives, and cases across the commercial sector.
  • Liaise with relevant government entities and other JRA components in identifying investment incentives, financing options, and business to business facilitation services available for the recycling sector.
  • Work with project team to address recycling services providers and commercial cluster interventions holistically and promote harmonious and productive working relationships as a member of the project team, supporting colleagues in meeting collective goals and targets.
  • Support in updating the Market Systems Analysis and understand the dynamics that prevent / make waste generators recycle, as well as identifying opportunities and incentives for adopting recycling practices.
  • Support the project team in performing comprehensive and quantitative surveying to collect data about behavior and performance of the commercial sector in accordance with the MEL requirements and tools. This could include conducting informative interviews and meetings related to data collection and evaluation.
  • Develop the relevant portion of scope activities for reports (weekly, quarterly, and annual).
  • Contribute to developing and implementing strategies and annual work plans that achieve JRA objectives and are fully aligned with other component work plans.
  • Coordinate all logistical arrangements for the component events, workshops, seminars and other training activities to achieve conformity to assistance program objectives.
  • Closely coordinate with the communications team in coordinating various public relations events and media campaigns related to the above-mentioned activities, including writing press releases for publication in newspapers and other media about activities, events and developments of the project.
  • Based on the clients’ capacity building needs as well as the JRA work plan, prepare STTA Scopes of Work that will: a) effectively lead to the selection of the most suited consultant (s), b) define a clear objective (s), and c) outline a series of detailed tasks and required deliverable(s) that will result in the successful attainment of the set objective(s).
  • Work closely with and supervise the technical work of all local and expatriate consultants recruited including managing consultants’ work; teaming up with consultants to deliver assistance to partners and implement plans; develop reports, PowerPoint presentations and other deliverables; setting meeting agendas pertinent to any technical assistance provided by the consultant(s). Ensure compliance of consultants’ deliverables with their scope of work and ensure the reports/deliverables are of high technical quality and good overall readability, and in accordance with USAID and Chemonics standards.
  • Ensure close collaboration among the JRA components and sub-components.
  • Ensure activities consider gender disparities, priorities, and norms and are inclusive of vulnerable populations such as informal workers, women, youth, refugees, and people with disabilities.
  • Other duties as assigned by the Recycling Enabling Environment & Commercial Sector Lead / the COP
  1. MINIMUM QUALIFICATIONS
  • Bachelor’s degree or equivalent in a relevant field, such as engineering, business administration, marketing, or a related field. Master’s degree is a plus.
  • Minimum 5 years of demonstrated experience in related field.
  • Project Management Professional (PMP) certification is strongly preferred.
  • Demonstrated experience in marketing, outreach, awareness building private sector engagement, market linkages.
  • Demonstrated experience in waste management and recycling.
  • Ability to establish and manage relationships with private sector associations, chambers, and other related organizations and leveraging those relationships in raising awareness and creating incentive mechanisms for waste generators to adopt recycling practices.
  • Knowledge in project planning; expertise in project management; and ability to identify, measure and manage risks.
  • Excellent communications and presentation skills. Strong interpersonal skills and teamwork.
  • Fluent Arabic and English required.  Verbal and written.

The Commercial Recycling Specialist will be based in the project’s office in Amman, Jordan.
