Terms of Reference for Mid-Term Review (MTR) on Sexual and Reproductive Health Rights

Background
Oxfam has been in Jordan since the 1990s. We work with local partners in Jordan for a future where everyone can reach their full potential, especially women and young people. We provide essential humanitarian assistance to Syrian refugees as well as vulnerable Jordanians, while promoting longer term sustainable solutions to challenges facing Jordan, with a focus on Climate Justice, Economic Justice, and Gender Justice.
Under the Gender Justice program, Oxfam in Jordan is implementing the “Power to Choose” initiative. This project contributes to achieving equitable access to inclusive health services and supports stakeholders to advocate for evidence-based health care policies. The initiative builds on Oxfam’s expertise in using a right- based and gender responsive approach and has a focus on reaching vulnerable women and young people in Jordan. This initiative contributes to Sustainable Development Goal (SDG), to ensure healthy lives and promote well-being for all, and SDG to achieve gender equality and empower women and girls.
Introduction to Required Services
The consultant is required to conduct a comprehensive review of project documents, tools design, reports, and data collection related to the project's objectives and targets, as well as to conduct field visits to project sites in Amman, Irbid, and Az Zarqa to meet with project staff, partners, and beneficiaries. They will also be responsible for interviewing key stakeholders, including government officials, NGOs, and community leaders, to gather insights and perspectives on the project's progress and impact, with a particular focus on bodily autonomy, agency around SRHR, capacity to make informed life decisions on SRHR, gender equity, and social inclusion such as class, marital status, gender identity, sexual orientation, ability, displacement, geography, ethnicity, etc... The consultant will analyze both quantitative and qualitative data collected to assess the project's effectiveness, efficiency, and impact among adolescent girls and young women, including those who are displaced, living with a disability, unmarried, indigenous, or experiencing marginalization in other forms, as well as among health care providers and administrators, young men and adolescent men, and people with disabilities from different backgrounds. They will provide recommendations for adjustments to project strategies, activities, and implementation methods based on the review findings. Additionally, they will develop a midterm review report outlining the findings, conclusions, and recommendations, including a presentation of findings to the project team and partners. The consultant is expected to apply a feminist MEAL approach, focusing on increasing collaboration and collective planning, and ensuring that the data generated is used to produce meaningful insights and learning for partners and participants.
Objective
Since 2021, Oxfam has been partnering with a civil society organization working in three governorates in Jordan (Amman, Irbid, and Zarqa) to improve sexual and reproductive health and rights, specifically by implementing three main activities 1) creating or reinforcing safe spaces to facilitate access to information and to develop a sense of empowerment, hope, and control; 2) Raising awareness with community leaders, religious leaders, and parents on creating or promoting an enabling environment for SRHR; and 3) providing SRH services to young women and adolescent girls . and those three activities fall under three output indicators:
1)Number of spaces created or reinforced (disaggregated by type and location)
2)Number of people reached through spaces (disaggregated by gender, age group and location).
3)Number of people who benefit from activities (disaggregated by gender, age group and location)
The objectives outlined for the Mid-Term Learning Review aim to evaluate and enhance the effectiveness of the project in Jordan, in promoting Sexual and Reproductive Health Rights for young women and adolescent girls. These objectives include understanding the change achieved to date, assessing ways of working, providing social accountability, and facilitating learning on thematic and programmatic levels. They also aim to measure the project's impact in empowering young women and girls to make informed decisions about their sexual and reproductive health. Additionally, the objectives seek to assess the project's efforts in fostering collective support to overcome gender-related barriers that hinder access to these rights and evaluate the project's role in improving the quality and availability of Sexual and Reproductive Health services and facilities for young women and adolescent girls in the target cities. Through the application of a feminist Monitoring, Evaluation, Accountability, and Learning (FMEAL) approach, the review aims to ensure that the data collected is not only informative but also actionable for project partners and participants. The ultimate goal of this review is to provide recommendations that will guide adjustments to project strategies and activities, thereby enhancing outcomes in the remainder of the project period. The MTR will assess progress towards the following outcome areas:
1)Increased agency of young women and adolescent girls to make informed life choices related to SRHR
2)Increased collective support to reduce gender-related social, cultural, and structural barriers to SRHR.
3)Enhanced quality and quantity of sexual and reproductive health services and facilities for young women and adolescent girls
Methodology
The consultant will conduct a desk review of project documents and data collection related to Sexual and Reproductive Health Rights in Jordan, focusing on objectives, activities, and outcomes. They will visit project sites in Amman, Irbid, and Az Zarqa for interviews and focus groups, gathering qualitative data. Quantitative data from surveys and reports will be analyzed to assess the project's impact. Thematic analysis of qualitative data will be used to understand outcomes and identify best practices. A feminist MEAL approach will ensure gender sensitivity and stakeholder engagement. The final report will include key findings, conclusions, and recommendations, with a presentation of findings to project stakeholders.
Main Deliverables and Timeline
The consultant is expected to provide the following deliverables:

•Report with findings and recommendations (including consolidation/synthesis of the results from different sources)
•Final revised report - number of revisions depend on the quality of the submitted document

•Validation and actors’ engagement Workshop delivery
•Workshop report with findings, recommendations, action points and strategic decisions captured throughout the discussions during the event.

Required Qualifications
Interested researchers or research firms should possess the following qualifications:
•Prior experience working on research specific to SRHR
•A minimum of 5 years of experience in conducting quantitative and qualitative research
•Knowledge of gender-sensitive and feminist approaches
•Exposure to principles of partnering and local leadership
•Excellent communications skills in English, including advanced writing skills
•Strong communication skills in Arabic are preferred
•Proven track record in both quantitative and qualitative research methodologies.
•Strong analytical skills and the ability to translate research findings into actionable recommendations.
