Job Purpose
The MEAL and Communication Officer will lead the design and implementation of monitoring, evaluation, accountability, and learning (MEAL) strategies for the AFD supported project “20 Donums for Change”. The MEAL and Communication Officer will be responsible for overseeing all MEAL activities, ensuring accurate data collection, results measurement, progress tracking, accountability, learning and reporting, in compliance with organization and donor quality standards. This role will also manage internal and external communications, ensuring visibility for the organization’s activities through multiple media platforms and maintaining strong partnerships with stakeholders. The MEAL and Communication Officer will work closely with project team, partner organizations or service providers, and project stakeholders to measure the impact of the project and enhance the project’s visibility.
Duties and Responsibilities
- Monitoring, Evaluation, Accountability and Learning (MEAL)
- Plan and manage the process of monitoring performance, programmatic assumptions and risks, and context; evaluating performance and impact; and learning and adapting from evidence. This should include all KPIs, both at the organizational and project level.
- Design the project data collection, progress measurement, and assessment tools that streamline and monitor progress towards targets, while also ensuring that participant selection criteria are met, and set quality requirement for project activity.
- Automate data collection using Kobo tool box, and coach focal points on it’s use.
- In collaboration with the Project Manager and the project team, ensure that the planned collection and updating of indicators and monitoring data are of sufficient quality for the purpose of accountability, learning and necessary adaptive measures.
- Design and maintain verification; process, tools and field visits for the project activities to ensure quality data collection.
- Lead the development and implementation of the MEAL framework, indicator tracking table, MINKA indicators (consortium related) and cascade them to partner organizations.
- Ensure timely collection, aggregation and analysis of quantitative and qualitative data from project partners and stakeholders.
- Review and provide insights on partner assessment reports, tools and data quality.
- Contribute to the semiannual report, by specifically drafting the MEAL, Visibility and Communications sections.
- Provide data-driven insights and recommendations to support decision-making and improve project outcomes.
- Collaborate with partners to ensure compliance with MEAL guidelines, tools, and reporting standards.
- Conduct regular field visits to monitor progress, accountability to the project participants, and ensure qualitative data and evidence collection.
- Ensure the strengthening and development of sustainable accountability mechanisms, through setting accountability minimum requirements that align with standards and SOP.
- Facilitate collection and documentation of learning through discussion, sessions and workshops to share findings and best practices, and incorporate feedback and lessons learned to project team to inform decision making and improve implementation.
- Communication and Visibility
- Manage both internal and external communications, events, training, and workshops preparations, ensuring consistent and transparent reporting across all stakeholders.
- Develop and execute a comprehensive communication plan, including visibility efforts through social media platforms (e.g., Facebook, LinkedIn) and public relations activities.
- Create high-quality content, including reports, case studies, success stories, banners, newsletters and social media posts.
- Ensure consistency in branding and messaging across all communication platforms and support the organization’s brand visibility by coordinating events such as workshops, trainings, conferences, and webinars.
- Enhance the public perception and acceptance of Helvetas through proactive outreach and visibility campaigns.
- Collaborate with partners to ensure alignment of communication efforts, increasing the visibility and impact of project interventions
- Collaboration & Partnership
- Work closely with the project manager and the team to integrate MEAL results into project planning and implementation.
- Train the project team on the proper use of monitoring tools and support them in the data collection and analysis.
- Liaise with four implementing partners to monitor project activities and gather feedback.
- Participate in sector working groups (INGOs, MEAL, Communication) to foster learning and exchange of best practices.
- Engage with local authorities and stakeholders through regular meetings and workshops.
4. Compliance, gender main streaming & Reporting
- Emphasize the importance of accountability and transparency, detailed training plans are an important element for quality assurance, participant verification, provide guidance on how to establish a partner level and country complaint mechanisms, participate actively in investigations.
- Design indicators, tools and checklists to track progress against the project gender action plan, and co-facilitate training session on gender equality, GBV and c safe referrals to partner organizations.
- The MEAL Officer is responsible for reporting on the above-mentioned tasks based on need. The report must include the progress of the project and the analysis of data. The report must include the following:
- Monitoring: Progress against objectives.
- Evaluation: Outcomes and impact
- Accountability: Transparency and stakeholder engagement
- Learning: Key lessons and adaptations
- Recommendations
- Actions and way forward
Qualifications:
- Bachelor’s degree in International Development, Social Sciences, Business Administration, Communication, or related fields (Master’s degree preferred).
- Proven experience in Monitoring & Evaluation, particularly in results measurement and data collection tools.
- Strong understanding of logframe and Indicator Tracking Table (ITT) frameworks.
- Proficiency in data analysis, visualization and data collection tools (Excel, SPSS, or other relevant tools).
- Excellent written and verbal communication skills, with the ability to tailor messages for various audiences.
- Experience in managing communication plans, including social media management and event coordination.
- Strong organizational skills with attention to detail and ability to manage multiple tasks.
- Experience working with INGOs and local authorities is an asset.
- Ability to travel to field locations and conduct monitoring visits.
