Job Description and Requirements
The GIZ Jordan projects “Innovative Approaches for the Financial Inclusion of Micro, Small and Medium Enterprises in Jordan (I-FIN)" and “Green Action in Enterprises (GAIN)” are seeking to hire an “Economic Cooperation and Private Sector Development Advisor – Focus: Access to Green Finance” for full-time base employment.
 
The project “Innovative approaches for the financial inclusion of MSMEs in Jordan (I-FIN)” aims at improving the access to innovative financial services for growth-oriented micro, small and medium enterprises (MSMEs) in Jordan. I-FIN supports the Central Bank of Jordan (CBJ) in improving the legal and regulatory framework as well as supply and demand of innovative financial services, such as such as leasing or factoring. The project is structured in four intervention areas, which aim to (1) enhance the capacity of the Central Bank of Jordan to foster a conducive environment for innovative MSME financing; (2) strengthen financial intermediaries’ capacity to provide innovative financial services to MSMEs; (3) improve growth-oriented MSMEs’ capacities to access innovative financial services; (4) improve the institutional conditions for women-led MSMEs to access innovative financial services. The project is commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ) with co-financing from the Dutch Directorate General for International Cooperation (DGIS) and lasts until 31/10/2025, with a planned follow-on project until 10/2029. The follow-on project is expected to start in 11/2025. Its objective is that “MSMEs in Jordan have benefitted from a green and more inclusive financial system”. 
 
The project “Green Action in Enterprises” (GAIN) was commissioned by the BMZ. Its main objective is that “public and private actors use instruments to promote a Green Economy”. To achieve this goal, GAIN implements activities contributing five outputs: from working with private sector representatives, intermediaries and various service providers to improve framework conditions. Output 5, the output of main concern for this position, aims to strengthen the ecosystem of green and circular business models in Jordan through providing technical support to existing green businesses with focus on SMEs to develop new concepts of green products and services and/or scaling up existing ones. This will be implemented through enhancing access to finance and support from business development organisations including chambers, associations, incubators and universities. Within the scope of Output 5 activities, providing professional advisory services mainly to private sector institutions and intermediaries to support in the implementation of the output objectives.
 
Qualifications and Specialist Knowledge
University degree in finance, business administration, economics, or related field. 
At least 5 years’ professional experience in the financial and banking sector on inclusive green finance or sustainable finance 
Good knowledge about approaches to strengthen the capacities of partner organisations at organisational and staff level 
Fluent written and oral knowledge of Arabic and English. German is an advantage. 
Partner-orientation with ability to grasp, assess and respond to partner requirements and potentials for effective project implementation towards achieving project indicators. 
Very good working knowledge of ITC technologies and applications (e.g. MS Office, 365)
  
Main Responsibilities 
The advisor will work on Green Investment and Green Finance at the interface between the Innovative Approaches for the Financial Inclusion of MSMEs (I-FIN) project and I-FIN follow-on project, and the Green Action in Enterprises (GAIN) project with, respectively, the Central Bank of Jordan and the Ministry of Environment as political partners 
Responsible for cross-project implementation of activities on Green Finance, working at the intersection of the demand and supply of green financial services, and in this regard:
Be the focal point to the banking sector, the Association of Banks in Jordan and its Green Finance Committee, and other relevant stakeholders from the public and private sector on the topic of Green Finance, including international donors. 
Coordinate cooperation, regular contact and dialogue with partners from the financial sector and private industrial sector on capacity development and development of green financial products, to improve the access to green finance and facilitate the matchmaking between the industrial and financial sector for green investments.
Provide technical advice to partners, facilitate their capacity development on green finance and establish new partnerships for cooperation to achieve the projects’ objectives.
Manage national and international contracts. This includes the drawing up of Terms of Reference, the procurement process for short- or long-term consultants and the management and contract implementation. 
Contribute to skills and capacity development as well as knowledge management on the topic of (Inclusive) Green Finance within the GIZ teams. Support the Commission Manager in setting up the I-FIN follow-on commission on inclusive green finance for (M)SMEs, and implement work packages under the “Strengthening Financial Service Providers” Intervention Area of the follow-on commission.
Where appropriate and reasonable, the position holder is willing to perform tasks outside the scope of the job description.
