Job Summary
The Senior Governance Officer will support the development of governance projects, providing technical inputs and ensuring that projects pass smoothly through each step of the development process. The position involves working with all teams and departments and service providers. In Addition, the Senior Governance Officer will be be expected to lead in the creation and continuous improvement of tools and protocols to train partners/staff on governance indicators.

Job Function/ Description:
Primary responsibilities include, but are not limited to the following
- Serves as a Senior Governance officer to the Director of Governance and Capacity Development, developing, implementing, managing, and evaluating governance programs.
- Providing technical inputs into governance projects and managing them in the field, by
- Drafting technical designs, contributing to technical designs, and collecting inputs for technical designs
- Preparing Bills of Quantity and Scopes of Work for governance projects
- Conducting internal evaluations of governance projects
- Managing the implementation of all Governance activities in the field.
- Manages capacity-building activities for Syrian local councils and civil society groups through frequent engagement.
- Utilizes expertise in civilian administration and governance development to help guide implementers in planning, implementing, and evaluating program activities and products.
- Develops professional relations with key stakeholders, including representative from the Syrian opposition; NGOs; and international/regional organizations to ensure integrated planning, coordination, and consensus on operations and priorities.
- Manage the contracting of external service providers, by
- Preparing technical designs for contracted work, contributing to technical designs or collecting inputs into technical designs
- Support the process of turning technical descriptions of work into project overviews and grants
- Liaise with Blumont procurement on advertisement and bidding for external services
- Coordinate with approved external service providers to facilitate deliver of agreed services
- Managing the external service providers.
- Other duties as assigned.
Required Skills & Experience:
- Bachelor’s degree in political science, international affairs, international development, public administration, economics, finance or a related field;
- In-depth knowledge and understanding of the Syrian political, social, and economic environment;
- Prior experience living in and/or working on/in conflict environments highly desired;
- Substantive knowledge and experience working on conflict and stabilization issues, such as civilian administration, governance, community development, and/or democratic processes;
- Minimum five (5) years demonstrated experience coordinating with local partner organizations;
- Strong spoken and written English and Arabic language abilities mandatory.
- Experience in working with emerging local governance structures;
- Experience independently managing and/or implementing cooperative agreements, grants or contracts, especially programs related to governance and capacity building training;
- Prior experience managing capacity-building projects for Syrian local councils and civil society groups through frequent engagement with implementers.
- Experience independently managing and/or implementing cooperative agreements, grants or contracts, especially programs related to governance and capacity building training;
- Experience managing / implementing activities with significant engineering and/or governance components, building relationships with local governance institutions, grants-making/training.
- Strong interest in and experience with innovative programming.
