Job Description and Requirements

The GIZ Jordan Project Innovative Approaches to Financial Inclusion for MSMEs in Jordan –I-FIN” in Jordan is seeking to hire Financial Systems and Insurance Advisor". 

Qualifications and Specialist knowledge:

  • University degree in Finance, Business Administration, Law, Economics, or other relevant discipline.
  • Minimum of 5 years of professional experience in banking or financial sector development with experience working with central banks and financial supervisory authorities.
  • Sector-specific knowledge of innovative MSME finance approaches and products, including experience providing guidance on regulatory and legal issues.  
  • Experience in conceptualising and delivering capacity-building interventions and implementing workshops in financial services.  
  • Advisory experience with public authorities in Jordan, Central Bank of Jordan, Jordanian banks and/or NBFIs.
  • Strong analytical skills with a proactive, solution-oriented approach and ability to identify challenges and opportunities.  
  • Excellent communication skills including the ability to moderate meetings and workshops, both in-person and virtually.
  • Fluent in English and Arabic (both spoken and written), with good working knowledge of ICT technologies and computer applications.

Main Responsibilities:

  • Managing activities aiming to support the Central Bank of Jordan (CBJ) with creating a conducive legal and regulatory framework for innovative MSME Finance
  • Providing professional advisory services to CBJ and financial service providers on developing policy papers and other strategic documents on the regulatory framework for MSME Finance.
  • Supporting CBJ in the set-up and management of mechanisms for a formal exchange between the CBJ and financial intermediaries in the field of innovative MSME financing.
  • Ensuring proper monitoring and reporting of outcomes and MSME credit figures and supporting the development of information and communication products.
  • Developing and updating project management tools, including stakeholder maps, work plans, etc.
  • Establishing synergies and ensuring good collaboration with other intervention areas within the project, as well as with relevant projects in the Employment Cluster and under the GIZ umbrella and those of other donors
  • Contributing to innovation and knowledge management; maintaining a good flow of communication and information between all involved institutions, counterparts and GIZ
  • Drafting Terms of Reference for consulting services, coordinating and managing consultants to ensure high quality of implementation in line with programme outcomes.
  • Where appropriate and reasonable, the position holder is willing to perform tasks outside the scope of the job description.

?About the project

The project “Innovative approaches for the financial inclusion of MSMEs in Jordan (I-FIN)” aims at improving the access to innovative financial services for growth-oriented micro, small and medium-sized enterprises (MSMEs) in Jordan. I-FIN supports the Central Bank of Jordan (CBJ) in improving the legal and regulatory framework as well as supply and demand of innovative financial services for MSMEs, such as such as crowdfunding, leasing or factoring. The project is structured in four intervention areas, which aim to (1) enhance the capacity of the Central Bank of Jordan to foster a conducive environment for innovative MSME financing; (2) strengthen financial intermediaries’ capacity to provide innovative financial services to MSMEs; (3) improve growth-oriented MSMEs’ capacities to access innovative financial services; (4) improve the institutional conditions for women-led MSMEs to access innovative financial services. The project is financed by the German Federal Ministry for Economic Cooperation and Development (BMZ) with co-financing from the Dutch Directorate General for International Cooperation (DGIS) and lasts until 31/10/2025, with a planned follow-on project until 10/2029.
