Capacity building of ACC’s credit officers: Short Term Technical Assistant (STTA) – Training on Smart Irrigation and Financial Feasibility for ACC Credit Officers:

The Water Efficiency and Conservation Activity (WEC), project in Jordan, implemented by Tetra Tech International Development (www.tetratech.com/intdev) is currently accepting expressions of interest for a Smart Irrigation Systems Trainer. This position is short term post based in Amman.

WEC and Agricultural Credit Corporation (ACC) are aiming to increase the adoption of water saving technologies (WST) within the agricultural sector. In order to achieve this goal, it is needed to enhance the financial services that are offered to farmers to enhance their cash flow for such technologies

Position Description/Summary:

The objective of this consultancy services is to build the capacity of ACC’s credit officers, and other relevant staff, in the following areas

A. Provide a clear understanding of the cost benefit of using these irrigation systems taking into account farm size and crop requirement.

B. Provide feasibility and return of investment calculations for loan applications for these systems.

C.  Raise the general awareness on the principles and benefits of on farm irrigation systems for 48 credit officers from the ACC’s network of 24 branches   and 12 senior staff managing the branch network   based in ACC’s head office to be trained on the above topics:

Responsibilities and deliverables:

The consultant will provide the following services:

1. Elaborate training modules, materials and courses for ACC’s targeted employees based on a capacity needs assessment for:

• Technical components of smart irrigation and fertigation systems; their functionality, operation, and performance in terms of crop productivity and quality, and water efficiency.
• The return of investment (ROI) and cost benefit analysis (CBA), of these systems for different types of farmers (in terms of farm size, crops requirements and market requirements).

2. Train 48 employees from ACC branches, i.e. credit officers, and 12 staff of the management team in ACC head offices, in the subjects covered above.  
3. Provide On farm The training where such systems have been installed and operated.
4. Carry out pre-and-post assessments to assess the competence growth in trained staff on the topics indicated above.

Qualifications:

• Demonstrable experience in smart irrigation and fertigation systems in Jordan, with an effective network of mega-farmers who have adopted and operated them; and with all relevant technical and economic data of the applied systems.
• Demonstrated experience in calculating the return of investment (ROI), Cost Benefit Analysis (CBA) for those systems, and the related Agri-economy aspects.
• Master's degree in Agronomy or Irrigation Management and 7 years’ experience in relevant field. Or bachelor’s degree in the above-mentioned fields and 10 years of relevant experience in the roles and responsibilities assigned in this SoW.

The total expected level of effort (LOE) for this assignment is 33 Days within 5 months.
